(AGE) on your behalf for
the Volpi Farm Property at 14210 West State Route Four in Stockton (Site).
The Site is in an agricultural region about 13 miles west of Stockton on Highway 4. Two
maintenance buildings are onsite, an irrigation ditch runs along the southern portion, and one
domestic well is north of the Site. Two aboveground tanks (ALTs) were in operation at the
Site. A 7,500-gallon diesel AGT was formerly on the eastern portion and a 1 ,000-gallon
gasoline AGT was near the center. In September 1999, Volpi removed the AGTs and
dispenser.
The Report summarizes the site remedial history, sensitive receptor survey, and results of the
fate and transport analysis. In 1998 and 1999, Volpi excavated about 300 cubic yards of
contaminated soil from the Site. Volpi installed seven groundwater monitoring wells (MW-1
through MW-7) at the site and sampled them sporadically from 2000 to 2005. The fate and
transport analysis showed that concentrations would not reach the onsite domestic well and
would be below detection limits in one to two years. As described in the attached
memorandum, remaining levels of petroleum constituents do not pose a threat to human
health, the environment, or waters of the State.
Volpi has satisfactorily completed Site investigation and remedial action, achieved applicable
remedial action standards and objectives, and a permanent remedy has been accomplished at
the Site. Therefore, no further action is required. This No Further Action Determination is not
effective until after Volpi submits the necessary documentation of the destruction of the
monitoring wells in accordance with all applicable County and State requirements. Once proof
of appropriate destruction has been received, Regional Water Board staff will send written
confirmation of the effective date of the Determination.
You have six months from the date of this letter to provide the required monitoring well
destruction documentation. Failure to provide the required documentation will void this
California Environmental Protection Agency
a Recycled Paper
