This Work Plan was prepared pursuant to a phone
conversation between Robert J. (Bob) Cochran of Chevron, David Evans of SECOR, and
Devra Lewis of the California Regional Water Quality Control Board (CRWQCB) on August
19, 2004. During this phone conversation the CRWQCB requested that Chevron verify the
location of the Pipeline with respect to West Grant Line Road, prepare a historical
groundwater flow rose diagram using data from Chevron Service Station 9-8632 (575 West
Grant Line Road), evaluate product throughput and testing records for the Pipeline, and
prepare a map depicting utilities located near the Pipeline.
This Work Plan includes a brief site description, proposed scope of work and schedule.
SITE DESCRIPTION
The section of the Pipeline (Milepost 9.90) is located approximately 50 feet south of 541
West Grant Line Road in Tracy, California (Figure 1). The Pipeline runs underground down
West Grant Line Road (Figure 2). The surrounding area consists of commercial buildings,
residential lots, and an unlined storm water basin that is located south of undeveloped
property. The pipeline has been an active refined fuel pipeline since 1965. There have
been no reported leaks from the Pipeline in this area to date.
I:\Chevron\32792\Reports\2004 Chevron Pipeline Characterization Work Plan.doc
,r
i
