The scope of work
was proposed to evaluate whether contamination reported at 541 West Grant Line Road was related to jet
fuel. The Work Plan proposes to collect a groundwater sample from the nearest available existing
monitoring well to analyze against several standards, including kerosene (jet fuel), coal tar, diesel #2,
diesel #6, mineral spirits, and motor oil. The nearest available monitoring well is associated with the
former Chevron Service Station 9-8632 located at 575 West Grant Line Road.
Upon further review of the data, there appear to be several signs that the existing pipeline has not
experienced jet fuel leakage in the vicinity of 541 West Grant Line Road and petroleum hydrocarbon
contamination reported at that location is not related to a jet fuel release as follows:
• According to CPL's pipeline integrity records, there have been no reported leaks from the pipeline
in this vicinity;
• Data provided in the site assessment report for 541 West Giant Line Road suggest a historic
release with no ongoing leaks or spills;
• Petroleum hydrocarbons reported at 541 West Grant Line Road were quantified using peaks
present in the jet fuel range though the overall chromatogram pattern does not match the standard;
and
• Jet fuel leakage from the pipeline would have resulted in more widespread contamination that
would be readily apparent in any ensuing investigation.
Based on the evidence presented above, Regional Board staff believes that additional sampling of a
nearby former Chevron service station well is not warranted to evaluate whether jet fuel contamination is
present in the vicinity of 541 West Grant Line Road.
California Environmental Protection Agency
0 Recycled Paper
