Main St., Manteca Program: UST SUMMARY OF VIOLATIONS CLASS I,CLASS II,or MINOR-Notice to Comply) ROUTINE ANNUAL INSPECTION AND MONITORING SYSTEM CERTIFICATION Violations: (13, 17, 24) 13. The Bravo box float and chain in the UDC 3/4 for the diesel piping failed to stop the flow of product at the dispenser when tested. All monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow of product at the dispenser when it detects a leak. The service technician adjusted the float and verified functionality. 17. The 91 line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it passed. 24. Annual monitoring system certification, leak detector testing, and spill container testing was performed on May 28, 2010 and a test report has not been submitted to the EHD. A copy of the test report must be submitted within 30 days of the tests. Immediately submit a copy of the test report to the EHD. Complete and submit a copy of the Return to Compliance Certification to the EHD by June 23, 2011 along with a statement documenting the corrective actions that have been or will be taken for each violation and any supporting paperwork Note: The Response Plan was completed and approved at the time of inspection. A copy was left o. site. Note: The plastic handle from a vehicle window squeegee was found at the bottom of the drop tube for the 87 tank. It did not appear to be interfering with the mechanical flapper at the time of inspection. The handle was removed from the tank by the technician on site. Mechanical flappers are used as overfill prevention at this facility. The overfill prevention systems must be maintained and fully functional at all times. Note: The financial responsibility documents for this facility were last submitted to the EHD in May 2010.
