Legal Description of Facility: <br /> Assessor's Parcel Number(APN): 017-090-01 <br /> 13. Findings: <br /> a. This permit is consistent with the standards adopted by the California Integrated Waste Management Board(CIWMB)as <br /> required by Title 14,California Code of Regulations(CCR),Division 7,Chapter 6. <br /> b. The design and operation of the facility is consistent with the Waste Tire Storage and Disposal Standards(see Finding c) <br /> applicable to a minor waste tire facility,pursuant to 14 CCR,Division 7,Chapter 3. <br /> c. The Woodbridge Rural Fire Protection District,as the local fire authority,has approved alternative standards that they believe <br /> adequately satisfy the intent of the regulations in the following areas: 1) 14 CCR 17351(b): Fire equipment is adequate--one 10 <br /> lb.dry chemical fire extinguisher,2) 14 CCR 17351(c): Water supply is adequate—In the event of a fire,the FD plans to use <br /> water from the adjacent mobile home park and a water truck,3) 14 CCR 17356:Indoor storage--at PGM does not meet 231 D <br /> requirements,but the FD does not consider the storage to pose a significant fire risk. <br /> d. This facility was in existence on or before January 1, 1990,and there has been no substantial change in design or operation at the <br /> facility. Therefore,staff determined that permitting this facility does not require a CEQA analysis,pursuant to PRC 42812. <br /> 14. Conditions: <br /> a. The design and operation of this facility shall comply with the applicable Waste Tire Storage and Disposal Standards contained <br /> in 14 CCR, Division 7,Chapter 3. The permittee shall also comply with the permitting requirements in 14 CCR,Division 7, <br /> Chapter 6. <br /> b. In the event of a fire or other emergency that may have potential significant offsite effects,the permittee shall notify the <br /> CIWMB's Special Waste Division within 24 hours. <br /> c. Upon presentation of proper credentials,the Enforcement Agency,CIWMB staff,or an authorized agent of the CIWMB,shall <br /> be allowed to enter the permitted facility during normal operating hours to exanine and copy books,papers,records,or <br /> memorandum,to take photographs of the tire storage area,and to conduct inspections and investigations pertaining to the <br /> facility. <br /> d.
