Lehman, Tracy <br /> APN 255-020-61, SR0081008, PA-1800244 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil <br /> Suitability/Nitrate Loading Evaluation (SSNL), dated August 1, 2019 and submitted on August 5, <br /> 2019, for the above noted location and has the following comments for your consideration. <br /> This SSNL evaluation is adjunct to a SSNL evaluation, dated May 15, 2019 and submitted on June <br /> 13, 2019, to address the deficiencies noted in a July 7, 2019 EHD response letter. The purpose of <br /> this evaluation is to demonstrate the suitability of the above noted parcel for onsite wastewater <br /> treatment system (OWTS) usage, and the potential impact of nitrate to groundwater, for the two <br /> existing residences and the approved use of the site as a nut processing /preparation facility to be <br /> completed in three phases of construction, as approved by the San Joaquin County Planning <br /> Commission on April 22, 2019. <br /> The evaluation provides information on a second percolation test performed on July 19, 2019 which <br /> showed a percolation rate of 16 minutes per inch. It is unclear why the percolation test P-1 was <br /> conducted in a test hole previously drilled on April 24, 2019 and left open for an undisclosed purpose. <br /> The exact location, original purpose and original depth of the test hole used for P-1 is unclear. The <br /> discussion in the evaluation indicates a percolation test was also performed in P-1X on July 19, 2019 <br /> but the percolation test data sheet indicates this was the percolation test conducted on April 9, 2019 <br /> as original P-1. The boring attachments referenced in the original evaluation were missing and were <br /> not included in the subsequent report. The locations of P1 and B-GW on the original site map in the <br /> May 15, 2019 evaluation is not consistent with the site map provided in the August 1, 2019 <br /> evaluation. EHD staff onsite for the percolation test documented the P-1 test was conducted <br /> approximately 10-20 feet north of the two houses. It is unclear what original boring was used for this <br /> test, as it was drilled in April, 2019. Please provide clarifying information on the dates installed, <br /> the purpose, the depths and actual locations of all borings and OWTS percolation test holes, <br /> including a site map showing the accurate locations of all boring and percolation test <br /> locations. <br /> The geological boring conducted on April 24, 2019 was done without first obtaining a permit from the <br /> EHD and without an inspection by the EHD. The San Joaquin County Ordinance Code, Section 9- <br /> 1115.3 requires a permit be approved by the EHD prior to drilling. A Notice to Abate citing this <br /> 1868 E.
