§ 1.1 The SJC District Viewer Map indicates the subject Parcel is 0.46 acres net. The Tentative <br /> Map is in the process of being prepared by Zack Wong, PE of Wong Engineers, Inc., and <br /> has not been completed as of the date of this report. Description of the site and present <br /> land use of the property can be observed by the Photographic Plates and captions found in <br /> Appendix E. <br /> § 1.2 Ms. Jennings proposes to subdivide the property into three contiguous Parcels through a <br /> Minor Subdivision and construct single family residential (SFR) structures on two of the <br /> three new Parcels. An existing SFR will remain on its own Parcel. There are also three <br /> outbuilding structures on the Parcel. <br /> § 1.3 The District Viewer Map and APN Map denoting the location of the property is found in <br /> Appendix A. <br /> § 1.4 The Photographic Plates illustrate the property and the items currently located on the <br /> property, as follows: Attached to the SFR are a covered car port and a back patio; three <br /> separate unattached storage sheds; a domestic water well, a presumably defunct septic <br /> system; four large trees which were recently cut down or trimmed; and many non- <br /> hazardous, discarded items of very little to no value. <br /> §2.0 PAST,PRESENT AND PROPOSED FUTURE USES OF THE SITE <br /> §2.1 Past utilization of the property more than one hundred years ago was agricultural dryland <br /> and possible flood irrigated farming. Surprisingly, no EHD permits associated with the <br /> subject property address were found in the EHD Public Records files. Permits for adjacent <br /> properties were reviewed,however no septic system permits were found. Therefore, it is <br /> assumed septic systems and domestic wells were installed before County permits were <br /> required. Past and present uses of the property are discussed in the next Section. Future <br /> use of the property is to subdivide the existing Parcel into three Parcels. <br /> § 3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br /> CONTAMINATION <br /> §3.1 Discussion of the methods used to research and investigate the potential or known above- <br /> ground and/or below ground sources of contamination at the site include the following: <br /> The first informational gathering source was interviewing the current tenant, Ms. Lorrie <br /> Schanks-Eads, who has lived on the property for the past 25 years. She provided access <br /> and information on the entire property, with observations referenced in this report. <br /> There is upgradient, crossgradient and downgradient cropland to the east, north and west <br /> of the property where nitrogen fertilization has most likely occurred and may have <br /> contributed recent nitrogen to the underlying aquifer(s). Groundwater nitrate <br /> contamination may have also originated from historical septic system density in this <br /> locale. <br /> Page -3- <br /> Chesney Consulting <br />
