Proposal 10-005 Phase II ESA and Remedial Action/San Joaquin County, CA October 14,2005 <br /> The Phase II ESA will evaluate the environmental conditions of each Neighborhood using <br /> standard of care practice and guidelines published by the California Environmental Protection <br /> Agency (Cal EPA), and will evaluate the surficial soil for the presence of organochloride and <br /> metal pesticide residues associated with the past and current agricultural activities, evaluate the <br /> subsurface soil and groundwater for the presence of petroleum-hydrocarbons associated with past <br /> and present underground petroleum pipeline placements and former debris associated with a burn <br /> pit and former structures within the surficial soil. Details of the items summarized above will be <br /> discussed below. <br /> All personnel who perform environmental work for Phase I and Phase II E A have received the <br /> required 40-hour hazardous waste operating procedures (HAZWOPER) as per 29 Code of <br /> Federal Regulations (CFR) 1910.120 and 8 Code California Regulations(CCR) General Industry <br /> Safety Orders (GISO) 5192. <br /> REVIEW OF PRS <br /> Review of the Condor reports prepared for Neighborhoo ,r see attached references) revealed a <br /> multitude of environmental concerns,wJ, are summarized ow. <br /> r <br /> Neighborhood C <br /> Condor reported the following environmental c "'cerns associated with Neighborhood C: <br /> • Dieldrin imp' Rsurficial soil; <br /> • Abandoned Shell petroleum pipelines on the northeastern portion of the property and the <br /> presence of an active Chevron/Texaco pipeline on the southwestern portion of the <br /> pra" erty; <br /> • Stressed vegetation and burn piles on the property; and <br /> • Asbestos-contains "' aterial (ACM) and lead-based paint (LBP) associated with the <br /> former structure <br /> Additional environmental co erns based on our review of the Condor reports include: <br /> • Soil sample ncy for pesticide analysis did not include metals arsenic, lead and <br /> mercury was few soil samples were collected and composites were two discrete soil <br /> samples instead of four and was less than standard of care work; <br /> • The Silva-Vosti property within the Alameda County Parcel was not environmentally <br /> assessed; and <br /> • Evaluation of the lateral and vertical extent of petroleum-hydrocarbon contamination <br /> within the subsurface soil and groundwater in the vicinity of the former and existing <br /> pipelines traversing the property; <br /> TERRASEARCH, inc.
