00-3737 <br /> 1.0 Executive Summary <br /> Paragon Environmental Services, Inc. (Paragon) has performed a Limited Subsurface <br /> Investigation (LSI) at a portion of The Landing Shopping Center, located at 3422 West Hammer <br /> Lane in Stockton, California (see Appendix A, Figure 1). Paragon conducted this LSI at the <br /> request of Ms. Rebecca Snow Molyneaux, Compliance Analyst with Ocwen Federal Bank FSB <br /> (the Client), who authorized this project on June 29, 2000. <br /> Paragon defines "the Site" for the purposes of this LSI Report as the westernmost 100 feet of the <br /> 3422 West Hammer Lane building and paved areas within 50 feet north, west, and south of this <br /> building, to the property boundaries of The Landing(see Figure 2). <br /> The Twining Laboratories, Inc. (Twining) of Fresno, California conducted a passive soil gas <br /> survey (SGS) at a portion of The Landing located at the Site in April/May 2000. Their SGS <br /> focused on the tenant space currently occupied by Paul's Cleaners (Unit K), the adjacent, <br /> currently-vacant tenant space (Unit L), and paved areas located just west and south of these units. <br /> The Twining SGS indicated the presence of the chlorinated solvent tetrachloroethene (also know <br /> lie as perchloroethylene, or"PCE") at the Site. <br /> 1. 1 Purpose <br /> Paragon conducted this LSI to confirm the presence of PCE, which Twining identified at <br /> the Site, and delineate the extent of chlorinated solvent contamination. <br /> 1.2 Scope of Services <br /> In accordance with our proposal dated June 13, 2000, and standard protocols established <br /> by the San Joaquin County Public Health Services, Environmental Health Division (PHS- <br /> EHD) and/or the California Environmental Protection Agency (Cal EPA), Paragon <br /> performed the following LSI Scope of Services at the Site in July and August 2000: <br /> • Reviewed an ASTM Phase I Environmental Site Assessment (ESA) of The <br /> Landing Shopping Center that we prepared for the Client in September/ <br /> October 1999; <br /> • Reviewed results of the Twining SGS report; <br /> 3422 West Hammer Lane,Stockton,California <br /> —/— <br />
