Regional Board staff reviewed the <br /> 14 September 2000 Limited Subsurface Investigation (Report) submitted by Paragon Environmental <br /> Services on behalf of Ocwen Federal Bank FSB (OWB). The Report shows soil vapor and <br /> groundwater sampling results from locations near the western side of the building. The Report shows <br /> low levels of tetrachloroethene (PCE) in 10 of 13 soil gas survey locations and one soil gas sample <br /> with detections of cis-1,2-dichloroethene, trans-1,2-dichloroethene, and trichloroethene. Field <br /> screening also shows detections of VOCs in soil vapor. PCE was detected in three of the six <br /> groundwater monitoring wells at concentrations ranging from 1.4 to 3.5 micrograms per liter. <br /> However, each of the groundwater monitoring wells are either upgradient or cross gradient from the <br /> soil vapor sampling locations with the highest concentrations. The three monitoring wells with <br /> detections of VOCs are in the vicinity of the area with the highest observed concentrations. <br /> Based on the available data and sampling locations, by 3 December 2002 please submit a work plan to <br /> delineate the lateral extent of pollution in soil and groundwater. OWB needs to collect additional soil <br /> vapor samples to identify pollution in the vadose zone. The work plan should be prepared in general <br /> accordance with the attached Items To Be Included In A Site Assessment Work Plan.
