Box 2089
Stockton, CA 95201
MINOR REVISIONS TO TENTATIVE WASTE DISCHARGE REQUIREMENTS, WEST
COMPLEX DOCK DREDGING PROJECT, SAN JOA QUIN COUNTY
Staff has received a wide variety of comments regarding the tentative Waste Discharge
Requirements (WDRs) for the West Complex Project. Staff has received letters from several
legislators expressing support for the project and encouraging the Regional Board to adopt an
Order. Alternately, other comments voiced by members of the public and by Delta Keeper were
concerned that the tentative Order as proposed is not protective of water quality and may result in
the degradation to the related beneficial uses. In order to address some of the expressed concerns
and to correct several typographical errors, staff has made a number of minor changes to the
tentative WDRs. Enclosed for your records is a copy of the revised WDRs.
In order to conserve paper and reduce mailing costs, paper copies of the revised tentative Order
have been sent only to the.Discharger and parties that have previously expressed interest in this
project. Other interested parties may obtain copies of the Order from the Regional Board's at the
following web site:
www.swrcb.ca.gov/rwqcb5/board—meetings/index.html#2004
A discussion of some of the comments received to date as well as the revisions to the tentative
Order can be found in the staff report, which is also posted on the listed web site.
Any comments or recommendations you may have regarding the revised tentative WDRs must be
submitted to this office no later than 7 September 2004 in order for us to give them full
consideration prior to the 9/10 September 2004 meeting of the Regional Board. Due to the
controversial nature of this project, staff has scheduled the tentative Order to be heard as a
contested item.
California Environmental Protection Agency
ORecycled Paper
