WASTE DISCHARGE REQu.XEMENTS GENERAL ORDER _9- <br /> US ARMY CORPS OF ENGINEERS <br /> PORT OF STOCKTON <br /> MAINTENANCE DREDGING STOCKTON DEEP WATER SHIP CHANNEL <br /> CONTRA COSTA, SACRAMENTO, & SAN JOAQUIN COUNTIES <br /> during and after maintenance dredging sediment disposal. The DMD site's Operation <br /> Plan must be submitted with the Project Application Requirements the first time a DMD <br /> site is to receive dredged sediments. Subsequent use of the DMD site for dredge <br /> material disposal, need only submit updated topographical site plans and any proposed <br /> modifications to the Operation Plan. <br /> 3. The Discharger shall conduct the Chronic toxicity monitoring specified in the <br /> Monitoring and Reporting Program. The Discharger shall also submit for approval <br /> within 60 days of adoption of this Order, a work plan to conduct a Toxicity Reduction <br /> Evaluation (TRE). The Discharger shall implement the TRE immediately should the <br /> chronic toxicity testing indicate the discharge is causing instream toxicity. <br /> 4. The Dischargers may be required to submit other technical reports as directed by the <br /> Executive Officer. <br /> 5. The Dischargers shall comply with the attached Monitoring and Reporting Program <br /> No.96-220. <br /> 6. The Dischargers shall comply with the Standard Provision and Reporting <br /> Requirements, dated 31 March 1991, which are part of this Order. <br /> 7. The Dischargers shall immediately notify the Regional Board by telephone whenever a <br /> spill or adverse condition occurs as a result of the discharge or dredging operation; <br /> written confirmation shall follow within two weeks. <br /> 8. The Board considers the Port to have continuing responsibility for correcting any <br /> problems which may arise in the future as a result of maintenance dredging activities <br /> and of the subsequent use of the dredge material disposal sites. <br /> 9. The Dischargers shall report promptly to the Board any material change or proposed <br /> change in the character, location, or volume of the discharge. <br /> 10. In the event of any change in control of ownership of waste discharge facilities <br /> presently owned or controlled by the Port, the Port shall notify the succeeding owner or <br /> operator of the existence of this Order by letter, a copy of which shall be forwarded to <br /> the Board. <br /> 11. The Discharger shall notify the Board when each dredging project, covered by these <br /> requirements,is complete, so that the Notice of Applicability may be withdrawn and the <br /> discharger will no longer be covered by this Order. <br /> 12. The Board will review this Order periodically and may revise requirements when <br /> necessary. <br />
