GENERAL ORDER FOK fOCKTON -3- <br /> DEEP WATER SHIP CHANNEL <br /> MAINTENANCE DREDGING PROJECTS <br /> Receiving Water Limitations <br /> When pre-dredge analyses indicate that the sediments exceed the allowable concentrations for one <br /> or more pollutants, the Discharger may conduct studies of the proposed discharge and receiving <br /> water to determine the potential impact of those pollutants on the receiving waters. Receiving <br /> water limitations (RWLs) were established using the U.S. Environmental Protection Agency 4-day <br /> freshwater chronic toxicity guidelines and drinking water Maximum Contaminant Levels (MCLs). <br /> The Discharger will propose a mathematical model of the discharge plume and determine the <br /> concentrations of the constituents in the receiving water. The plume model and results are subject <br /> to review and approval of the Executive Officer. A two week review period is provided for <br /> interested parties to review the plume report so that the interested parties can provide input to the <br /> Executive Officer for his decision. If the proposed discharge does not cause the receiving water <br /> limits to be exceeded, the discharge will be approved. If the proposed discharge results in <br /> exceedance of the RWLs, the discharge under the General WDRs will be denied. The Order limits <br /> the allowable extent of the plume to no more than 50% of the cross sectional area of the receiving <br /> water, and to no more than 300 feet down current of the discharge point. <br /> MONITORING <br /> Predredge sediment testing analysis results will be submitted with the Notice of Intent package <br /> prior to receiving the Notice of Applicability to demonstrate applicability of the dredge sediment in <br /> complying with the Order. During dredging operations receiving water monitoring is required up <br /> and downstream of the dredging activities and at the edge of the mixing zone. River monitoring <br /> will include metals'concentrations and general water quality parameters to determine whether <br /> Receiving Water Limits are exceeded. The receiving water in the San Joaquin River is also tested <br /> upstream and downstream of the discharge point from the DMD site for metals and general water <br /> quality parameters. <br /> MHM:KDL- 8/9/96 <br />
