NOTICE OF APPLICABh-i FY -2- 12 September 1995 <br /> U.S. ARMY CORPS OF ENGINEERS <br /> PORT OF STOCKTON <br /> Regulations (CCR), the COE sampled and analyzed sediments at various locations along the <br /> channel reaches where the shoal dredging will occur. The anticipated average daily dredging rate <br /> will be 7200 cubic yards and the project will take approximately 21 days to complete. <br /> The two DMD sites on Sherman Island are owned by the State of California and operated by the <br /> Department of Water Resources for stockpiling levee maintenance materials. The Bradford Island <br /> DMD site is privately owned and is also used for stockpiling levee maintenance materials. Because <br /> the proposed dredged sediments have been demonstrated to meet the 'Inert Waste' classification as <br /> defined in Title 23, Chapter 15, Section 2524 of the CCR, no significant threat to ground or <br /> surface water exists by placing the sediments at any of the three sites identified above. If the <br /> dredge sediment decanting procedures are followed as outlined in the Operations Plan identified in <br /> the ROWD,then no impact should occur to surface waters from the decanted dredged sediment <br /> return water. <br /> OPERATIONS PLAN <br /> The Operations Plan included with the ROWD states that the dredged sediments and water will be <br /> pumped or transported from the dredger to the dredged material disposal sites. Dredge materials <br /> will be allowed to settle for a minimum settling/detention time in order to ensure the decant waters <br /> do not exceed a maximum total suspended solids concentration. The minimum detention time and <br /> maximum total suspended solid concentrations identified in the DMD Operations Plan for each site <br /> that must be adhered to before the dredge decant waters are allowed to return to the San Joaquin <br /> River are as follows: <br /> DMD Site Location Minimum Detention Time Maximum TSS <br /> Sherman Island - McCormick Pit 21 hours 290 mg/1 <br /> Sherman Island - Pond Site 21 hours 290 mg/1 <br /> Bradford Island Site 36 hours 200 mg/1 <br /> Monitoring of the dredging operations and at the dredge disposal site will be performed by the <br /> COE's contractor, according to the General Order and the approved Operations Plan. <br /> GENERAL INFORMATION <br /> 1. The project shall be constructed and operated in accordance with the requirements contained <br /> in the General Order and in accordance with the information submitted in the report of waste <br /> discharge. <br /> 2. Regional Board staff shall be notified at least 24 hours prior to the start of project <br /> construction activities. <br /> 3. An annual fee may be assessed against this project until a Notice of Termination has been <br /> received that this project is complete. <br /> 4. Discharge of material other than `inert waste' dredged sediment from the Stockton Deep <br /> Water Ship Channel Maintenance Project to the dredge material disposal sites shown on <br /> Attachment 1 is prohibited. <br /> 5. Failure to abide by the conditions of the General Order and the approved Operations Plan <br /> could result in an enforcement action as authorized by provisions of the California Water <br /> Code. <br />
