s <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 94-180 <br /> WASTE DISCHARGE REQUIREMENTS <br /> GENERAL ORDER <br /> FOR <br /> UNITED STATES ARMY CORPS OF ENGINEERS AND THE PORT OF STOCKTON <br /> STOCKTON DEEP WATER SHIP CHANNEL MAINTENANCE DREDGING <br /> ACTIVITIES <br /> FROM CHANNEL MILE 4.4 TO MILE 41.0 <br /> CONTRA COSTA, SACRAMENTO, & SAN JOAQUIN COUNTIES <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter <br /> Board) finds that: <br /> 1. The U. S. Army Corps of Engineers (COE) and the Port of Stockton (Port) submitted <br /> a Report of Waste Discharge, dated 26 March 1993, for the Stockton Deep Water <br /> Ship Channel Maintenance Dredging and Disposal Activities in the San Joaquin River. <br /> Additional sampling and analysis and supplemental information was received from the <br /> COE on 2 May 1994. The maintenance dredging material disposal (DMD) sites are <br /> owned by the Port. The COE and the Port are hereafter jointly referred to as <br /> Discharger. <br /> 2. The maintenance dredging activities addressed in this General Order include disposal <br /> or discharge of maintenance dredging sediments, dredge return waters, pre-dredge <br /> sampling, and water quality monitoring during actual dredging operations. <br /> 3. These General Order Waste Discharge Requirements (WDRs) are for maintenance <br /> dredging activities from the turning basin in the Port of Stockton at channel mile <br /> 41.0, to the western boundary of Region 5 near Collinsville or approximately channel <br /> mile 4.4 along the San Joaquin River's deep water ship channel. See Attachment <br /> "A", incorporated herein and made part of this Order. <br /> 4. When the Discharger decides that maintenance dredging activities are needed on a <br /> specific reach of the deep water ship channel, the Discharger must file a separate <br /> Report or Waste Discharge and filing fee for each of these maintenance dredging <br /> projects in order to be eligible for coverage under this Order. The minimum contents <br /> of the 'Project' Report of Waste Discharge are detailed in Attachment "B", <br /> Application Requirements, incorporated herein and made part of this Order. <br /> 5. The dredging operations will involve the use of a hydraulic cutter head suction dredge <br /> or a hopper dredge for maintaining the needed width and depth in the existing ship <br /> channel. The average width of the ship channel is 330 feet wide. The ship channel <br /> varies in width from 200 feet to 600 feet, except in the turning basin where it is 970 <br />
