' �pU Yf9 <br /> # i <br /> :J r <br /> Page 2 <br /> San Joaquin County <br /> November 6, 2008 Project Number 99008-008321.03 <br /> • Southeast Adjoining Filling Station (16 East Harding Way)—The southeast adjoining and <br /> crossgradient filling station has been present since 1955 and had a release of gasoline impacting <br /> groundwater and is currently being monitored and undergoing remediation for TPH-g, benzene, <br /> methyl-tert butyl ether(MTBE), and 1,2-DCA. Although no investigations have been conducted on <br /> the subject property, it appears that the subject property groundwater may be impacted with 1,2- <br /> dichloroethane (DCA), based on the most recent groundwater monitoring results collected in January <br /> 2008. The closest wells to the subject property, MW-3A(approximately 135 feet southeast of the <br /> subject property) and MW-7A(approximately 160 feet east of the subject property), detected 1.4 <br /> micrograms per liter(ug/L) and 1.8 ug/L of 1,2-DCA, respectively, which exceeds the Regional Water <br /> Quality Control Board Environmental Screening Level of 0.5 ug/L. TPH-g was also detected in MW- <br /> 7A at 97 ug/L; MTBE and benzene were not detected in those two wells in 2008. Based upon <br /> available information, the release associated with the southeast adjoining property is a REC. <br /> • Southwestern and Upgradient Adjoining Dry Cleaner(48 West Harding Way)—Cannon <br /> Cleaners has been located approximately 100 feet southwest(upgradient) of the subject property <br /> since approximately 1960 and was previously located at 130 West Harding Way(approximately 150 <br /> feet upgradient)from approximately 1940 to 1955. The presence of the southwest adjoining dry <br /> cleaner is a REC based on its lengthy history and close upgradient proximity to the subject property. <br /> • Historic Nearby Properties—Several filling stations and dry cleaners were adjacent or nearby the <br /> subject property during various time since 1935. These properties included a filling station located <br /> south of the subject property at 10 West Harding Way from 1965 to 1979, southwest of the subject <br /> property at 140 West Harding Way from 1930 to 1970, west of the subject property at 105 West <br /> Harding Way in 1935, and 101 West Harding Way in 1940. A filling station has also been identified <br /> southeast of the subject property at 16 East Harding Way since 1955 as detailed above. A <br /> filling/service station was identified east of the subject property from 1955 through 1984 at 45 East <br /> Harding Way. A dry cleaner was located at 34 East Harding Way in 1940, and Cannon Cleaners <br /> (noted above)was located at various locations upgradient of the subject property since 1940 to <br /> present. These facilities are RECs based on the close proximity and lengthy time period they have <br /> been located adjacent or nearby the subject property. <br /> Based on the above information, Bureau Veritas recommended an LSI be performed at the subject <br /> property to assess the potential for impact from the RECs to include the collection and analysis of soil, <br /> soil vapor and/or groundwater samples for laboratory analysis of appropriate indicator parameters. <br /> OBJECTIVES <br /> The subsurface investigation will be performed relative to the proposed occupation of the subject <br /> property. Bureau Veritas understands that Walgreen will renovate the existing structure and lease the <br /> Site. The subsurface investigation will be conducted to evaluate the potential for vapor intrusion from <br /> potential groundwater impacts beneath the Site and evaluate historic on-site service station. <br /> Descriptions of the scope of work, schedule, fees, and miscellaneous information are presented in the <br /> following sections. <br /> SCOPE OF WORK <br /> The proposed scope of work will consist of the following tasks: <br /> • Task 1: Conduct pre-field activities including submitting a workplan and obtaining required drilling <br /> permits <br /> SAMPROJECTS\3-Chicago[99](15-16)\Walgreen Repo rts\99008-008321.01 Stockton\P2\Workplan.doc <br />
