CALIFORNLA, REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 94-101 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> HOUSING AUTHORITY OF THE COUNTY .OF SAN JOAQUIN <br /> HOUSING AUTHORITY THORNTON SEWER PLANT <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter <br /> Board) finds that: <br /> 1. The Housing Authority of the County of San Joaquin (hereafter Discharger) <br /> submitted a Report of Waste Discharge, dated 8 February 1994, for their <br /> wastewater treatment and disposal facility. The property is owned by the Housing <br /> Authority of the County of San Joaquin. <br /> 2. Waste Discharge Requirements Resolution No. 58-568, adopted by the Board on . <br /> 21 November 1958, prescribes requirements for a discharge from a wastewater <br /> treatment facility to land. <br /> 3. Resolution No. 58-568 is neither adequate nor consistent with current plans and <br /> policies of the Board. <br /> 4. The Housing Authority Thornton Sewer Plant serves a farm labor community of <br /> approximately 300 persons. The Discharger disposes of 0.0294 mgd of domestic <br /> sewage to land. The facility consists of a Imhoff tank ( flow chamber capacity, <br /> 820 cu. ft., and sludge chamber capacity, 1390 cu. ft.) and evaporation / <br /> percolation ponds ( 2.98 million gallons capacity). The sludge is drained from the <br /> chamber once per month and dried on-site. The wastewater treatment facility is <br /> properly fenced. <br /> 5. The sewer ponds were relocated in 1978 west of the Interstate 5 Freeway. The <br /> relocated ponds were designed by the California Department of Transportation. <br /> In 1983, the ponds' depths were increased to two feet. During the heavy rainy <br /> season, the facility has encountered a rise in ground water, which prevents the <br /> wastewater from percolating properly. The ponds' freeboard is monitored daily. <br /> 6. The Housing Authority Thornton Sewer Plant is in Section 10, T4N, R5E, <br /> MDB&M, with surface water drainage to Beaver Slough, as shown in Attachment <br /> A, which is attached hereto and part of the Order by reference. <br /> 7. The Board adopted a Water Quality Control Plan, Second Edition, for the <br /> Sacramento-San Joaquin Basin (hereafter Basin Plan), which contains water <br /> quality objectives for all waters of the Basin. These requirements implement the <br /> Basin Plan. <br />
