Weber Avenue, Third Floor <br /> Stockton, California, 95202 <br /> RE: Addendum to Preliminary Assessment Workplan dated June 20, 2006, Proposed Retail <br /> Shopping Center, Intersection of French Camp and Manthey Roads, Stockton, California <br /> Dear Mr. Knoll: <br /> This work plan addendum outlines a proposed work scope in addition to the previously approved <br /> workplan(dated June 20,2006)to perform a Preliminary Assessment for the vacant property located <br /> at the northwest corner of the intersection of French Camp and Manthey Roads in Stockton, San <br /> Joaquin County, California(site). <br /> This work plan addendum was prepared by the Environmental and Geological Services Division of <br /> The Twining Laboratories, Inc. (Twining), located in Fresno, California. The proposed work is <br /> being performed at the request of Vestar Development Company (client) in connection with an <br /> impending real estate transaction and commercial redevelopment of the site. <br /> Site Description and Background: <br /> The site is located in Stockton, San Joaquin County, California, near the northwest intersection of <br /> French Camp and Manthey Roads, in Section 26, Township 1 North,Range 6 East, Mount Diablo <br /> Baseline and Meridian. The site elevation is approximately 15 feet above mean sea level. Drawing <br /> 1 is a site location map. <br /> This work plan addresses the field work to be conducted on the assessor's parcels number(APN) <br /> 168-19-06, APN# 168-19-07, and APN# 168-17-07. <br /> As part of issuing a geotechnical drilling/testing permit,San Joaquin County Environmental Health <br /> Department(SJCEHD)required that the Department of Toxic Substance Control(DTSC,Mr.Rick <br /> Fears)be notified and drilling discussed because ofthe site's close proximity to an asbestos disposal <br /> site. SJCEHD initially wanted geotechnical borings within parcel No. 168-19-06(612 Henry Long <br /> Boulevard)be drilled under existing permit No. 0047165 while notification is given to the DTSC. <br /> Twining gave notification and discussed drilling for geotechnical purposes with the DTSC,they had <br /> no exception to drilling but was going to discuss the site with SJCEHD, in event the county had <br /> exception. The county did not have any exceptions and would like to use the existing permit for <br /> parcel No. 168-19-07 from previous drilling(530 Henry Long Boulevard) for geotechnical borings <br /> as discussed below and that drilling on parcel No. 168-17-07,north of Henry Long Boulevard could <br /> be done following drilling the other parcels. <br /> Purpose and Scope: <br /> The purpose of the additional work scope is to assess the subsurface soil conditions at the site.
