����-�-;� ENVIl2tJNMENTAL <br /> ENGINEERING & CONTRACTING, INC. <br /> 501 Parkcenter Drive, Santa Ana, CA 92705 <br /> Phone (714)667-2300 Fax (714)667-2310 <br /> Executive Summary <br /> Removal of Petroleum Hydrocarbon-Impacted Soil <br /> UniFirst Facility <br /> 819 N.Hunter Avenue <br /> Stockton,CA <br /> UniFirst Corporation (UniFirst) operates an industrial laundry facility located at 819 North <br /> Hunter Street, Stockton, California. The subject site is currently undergoing redevelopment. A <br /> new industrial laundry facility has been constructed on the northern half of the subject site. The <br /> southern half of the site is currently undergoing grading for construction of loading ramps and <br /> parking lot. <br /> Background <br /> On Thursday December 11,2003, oil from an unknown source began accumulating on rainwater <br /> which had ponded on an unpaved portion of the subject site. The oil/water mixture spread over <br /> an area of approximately 40 feet by 50 feet in dimension and by I-to 6-inches in depth. The oil <br /> was completely contained within the site. By evening of the same day,the oil/water mixture had <br /> been completely removed by vacuum trucks,and the oil had ceased flowing. <br /> On Friday December 12, 2003, the source of the leak was determined to be a previously <br /> unidentified underground storage tank (UST). Apparently, the release of oil occurred when <br /> rainwater entered an open fill pipe on top of the tank, displacing the lighter oil within the tank. <br /> Laboratory analyses indicate that the oil has characteristics of diesel fuel,however, is more likely <br /> a fuel oil. <br /> Remediation <br /> The oil spill has resulted in the contamination of soil in an area approximately 50 feet by 40 feet <br /> in dimension and 2 inches in depth. The purpose of the proposed site remediation is to remove <br /> the impacted soil. The work will include the following: 1) Prepare and implement a site specific <br /> Health and Safety Plan to protect onsite workers and the public from exposure to the oil;2)obtain <br /> approval of this workplan by the SJCDEH; 3) excavate petroleum-impacted soil and soil with <br /> obvious hydrocarbon odor to minimize potential health and safety concerns associated with <br /> construction occurring in the area and public safety as a whole; 4) collect confirmation soil <br /> samples per the direction of the SJCDEH; 5) submit soil samples for analyses of hydrocarbons <br /> and volatile organic compounds; 6) dispose of soil at an appropriate landfill; and submit a final <br /> report to SJCDEH presenting the findings of the assessment and remediation activities. <br /> Upon concurrence of the SJCDEH that the remediation is complete, construction activities will <br /> resume. <br />
