12:35pm Received an ER page. Mr. Mike Infurna with EHD received a report from a <br /> consultant with Environmental Engineering & Contracting Inc. According to Mr. Infurna, <br /> the complainant had recently been performing remediation at Unifirst located at 125 E. <br /> Flora on the corner of Flora and El Dorado. Today, the consultation received a report <br /> from the Unifirst management that oil was seeping up through the ground. Mr. Infama <br /> informed me that that he had recently been out there for site mitigation and that they had <br /> found some contaminated soil that was disposed of as hazardous. Mr. Infurna said that he <br /> would not be able to make it out to the site any time soon and requested that I go out and <br /> take a look. <br /> 12:55pm Arrived on site. Met with Mr. Scott Beckon, facility manager. Mr. Beckon said <br /> that he noticed some oil surfacing yesterday but that it looked like it was getting worse <br /> today. Mr. Beckon said he did not know where the oil was coming from. Mr. Beckon <br /> asked if an underground pipeline ran through the property. I informed Mr. Beckon that I <br /> did not know of a pipeline. Mr. Beckon said that he was waiting for his consultant to fly <br /> in so that an abatement decision can be made. I asked Mr. Beckon if he could contact me <br /> once his consultant arrived so we could discuss clean-up. Mr. Beckon agreed. I asked Mr. <br /> Beckon if I could take pictures and he permitted it. <br /> 1:1 Opm Began to photograph the oil spill. Noticed a bubbling in one area. Informed Mr. <br /> Beckon that I believed the source of oil was the bubbling area. Mr. Beckon asked what he <br /> should do. I informed Mr. Beckon that the bubbling was releasing more oil into the <br /> environment and causing more contamination as we speak. I recommended to Mr. <br /> Beckon that he cease the release as soon as possible and then begin clean up efforts. Mr. <br /> Beckon eventually made arrangements for Ramos Environmental to perform clean-up. I <br /> informed Mr. Beckon to call EHD once Ramos or his consultant arrived. I informed Mr. <br /> Beckon that the after hour person from EHD will probably be out around 4:30 if he <br /> doesn't call EHD first. <br /> 3:00pm Left Site <br />
