Workplan for Underground Storage Tank Upgrade 2
Southland Store No. 17647, 1045 West Yosemite Avenue,Manteca,California August 10 1998
elevated photoionization detector readings), soil (and grab groundwater samples, as appropriate) will
be collected in accordance with SJCEHD requirements. Sampling locations will be determined in the
field after consultation with the SJCEHD.
Soil samples will be collected in an undisturbed state from the backhoe bucket or using a hand-auger
slide-sample barrel fitted with 2-inch-diameter by 6-inch-long brass sample tubes. All sampling
equipment will be cleaned between sampling intervals with TSP detergent, followed by successive
rinses of tap and distilled water. Samples to be potentially submitted for analysis will be sealed with
aluminum foil, capped with plastic caps, taped, labeled, and placed on ice in an insulated container. All
soil samples to be analyzed will be delivered to a state-certified laboratory under legal chain-of-
custody. Sampling will be conducted in accordance with Southland Corporation/Fluor Daniel GTI
Standard Operating Procedures (Attachment A). Sample analysis will be for total petroleum
hydrocarbons as gasoline (TPHg), and benzene, toluene, ethylbenzene, and total xylenes (BTEX)
following EPA Method 8015/8020, the oxygenates: tertiary butanol (TBA), methyl-tertiary-butyl ether
(MTBE), di-isopropyl ether(DIPE), ethyl-tertiary-butyl ether(ETBE), tertiary-amyl-methyl ether(TAME)
following EPA Method 8260, and total lead by EPA method 7420.
Groundwater is not expected to be encountered during the tank removal or excavation of the new tank
pit; however, if groundwater is encountered, grab groundwater samples will be collected from the
excavation area in accordance with Southland Corporation/Fluor Daniel GTI Standard Operating
Procedures (Attachment B). Groundwater samples will be collected using disposable sampling bailers,
poured into 40-milliliter VOA vials to zero headspace, and sealed with screw-on caps with Teflon septa.
Each sample will be acidified, labeled, and placed on ice for delivery under legal chain-of-custody to a
state-certified laboratory for analysis for TPHg and BTEX following EPA Method 8015/602/8020, and
the oxygenates: TBA, MTBE, DIPE, ETBE, and TAME following EPA Method 8260, and total lead by
EPA method 7420.
In accordance with 40 CFR 261.4 (b) (10), and CCR Title 22 66261.24, soil and/or groundwater which
need to be removed from the site to allow completion of upgrades are proposed to be hauled as non-
hazardous waste by a licensed waste hauler for recycling at a licensed facility. Prior to soil and/or
groundwater hauling, samples will be collected and analyzed for constituents required by the respective
disposal facilities. Tank pit water will be hauled by Integrated Waste Stream Management, Inc. of
Milpitas, CA. to Seaport Environmental in Redwood City, CA. for recycling.
