SECTION II-PRIOR INVESTIGATIONS <br /> A. SUBSURFACE INVESTIGATIONS BY OTHERS <br /> September 2010 — A Limited Phase II was conducted by PTS, Inc. (PTS), on behalf of a <br /> potential purchaser of the property. PTS drilled five shallow borings (i.e., to 5 feet bgs) and <br /> collected one soil sample from each at 3 feet bgs for laboratory analysis. The soil samples were <br /> analyzed for halogenated volatile organic compounds (HVOCs), TRPH, and total petroleum <br /> hydrocarbons as diesel (TPH-d). Laboratory data indicated impact in two of the five soil <br /> samples with heavy petroleum hydrocarbons (up to 1,100 mg/Kg) by USEPA Method 418.1. <br /> No TPH-d or halogenated VOCs were detected. PTS concluded that impacts to soil were below <br /> regulatory levels. <br /> B. PINNACLE ENVIRONMENTAL,INC.(PEI),INVESTIGATIONS <br /> July 23, 2010 - PEI completed a Phase I Environmental Site Assessment (ESA) report on the <br /> subject property on July 23, 2010. As a result of Recognized Environmental Conditions <br /> (RECs) discovered during that assessment, PEI proposed (January 23, 2012)—and was <br /> authorized to complete—a Limited Phase II Environmental Site Assessment at the subject <br /> property. <br /> April 25, 2012 - PEI completed a Limited Phase II included a subsurface assessment <br /> conducted in accordance with the January 23, 2012, proposal. The scope of work included the <br /> sampling and analyses of soil vapor from 26 locations, soil matrix from 50 (including 26 soil <br /> vapor, 20 soil, 4 groundwater) boring locations, and groundwater at four locations for VOCs <br /> and TPH-carbon chain analysis. In addition, eleven soil samples were analyzed by USEPA <br /> Methods 8270 (SVOCs), 8141A (organophosphorous pesticides), 8081 (organochlorine <br /> pesticides), 8151A (chlorinated herbicides), and CAM 17 metals. Site sampling locations are <br /> shown on Figure 6. PEI concluded the following areas at the subject property warranted <br /> additional subsurface assessment: <br /> Septic Tank Area - Concentrations of benzene and 1,2-dichloropropane were found to <br /> exist above MCLs in groundwater samples collected in association with the septic system <br /> investigation. <br /> Two UST Graves - Two UST graves were detected outside the southeast corner of the <br /> building during the geophysical survey. Observations made by PEI during excavations of <br /> the two UST graves were that visual signs of historical impact underlie these graves. No <br /> significant soil impact was noted in shallow soil samples collected from borings at these <br /> two locations (viz., S13-104, SB-106 & S13-108, and SV-5 and SV-7) within and adjacent <br /> to the building. <br /> Building Interior - Two anomalous large concrete patches were noted in the floor within <br /> the warehouse. The patches were located approximately at the northeastern and <br /> southeastern corners of the building. (See Figure 6.) The results of laboratory analyses <br /> from soil samples in both of these locations indicated the presence of high concentrations <br /> (above regulatory standards) of both diesel range(C11-22) and motor-oil range (C23-C35) <br /> hydrocarbons. Specifically, soil sample SB-112 at a depth of 10 feet indicated diesel and <br /> motor-oil range hydrocarbons at 20,600 and 48,200 mg/kg, respectively. <br />
