SOIL AND GROUNDWATER CONDITIONS <br /> Petroleum hydrocarbons, probably originating from asphaltic shingle manufacturing, were <br /> found beneath the warehouse building foundation. The contaminated soil is currently capped <br /> by the warehouse reinforced concrete foundation. The TPH has not reached groundwater and <br /> is not likely to impact groundwater in the future due to limited mobility. <br /> Widespread nitrate and isolated VOC and fumigant contamination were detected in shallow <br /> groundwater at the Site. The nitrates appear to be limited to a narrow, possibly perched 3-5 ft. <br /> sand bed about 25 feet deep. Although the nitrate may be partially due to regional application <br /> of fertilizers, the concentration exceeds values typically seen in agriculture. Fumigants were <br /> only found in two wells along the western site boundary, indicating a possible off-site source. <br /> PROPOSED REMEDIATION PLAN <br /> The receivership proposes to file a Land Use Covenant restricting the property to industrial <br /> and commercial use in accordance with applicable State of California and San Joaquin <br /> County requirements. The pollution is unlikely to pose a future threat to regional groundwater <br /> or human health if the Site is restricted to industrial uses, the concrete cap is maintained over <br /> the site to prevent infiltration of surface water, and future development of site groundwater is <br /> prohibited. The deed restriction would allow the receivership to return the property to <br /> productive use, which would otherwise become a non-productive Brownfield property. <br /> RISK TO HUMAN HEALTH AND THE ENVIRONMENT <br /> California Dept. of Public Health Wells located near the site are free of site contaminants.
