Phase 1 includes the conversion of a 4,800 square foot agricultural processing building into a distillery. Phase <br /> 2 includes the conversion of a 44,825 square foot portion of an existing 54,425 square foot agricultural processing building <br /> into a barrel-aging room, distilling area, bottling line, tasting room, and shipping and receiving area. These parcels are <br /> under a Williamson Act contract. <br /> With the original approval, building permits for Phase 1 improvements were to be issued within eighteen (18) months, and <br /> building permits for Phase 2 were to be issued within three(3)years. If approved, this time extension will extend the entire <br /> project by one(1) year, with thirty (30) months to obtain building permits for Phase 1 improvements, and four(4) years to <br /> obtain building permits for Phase 2 improvements. The new Phase 1 expiration date will be December 31, 2020, and the <br /> new Phase 2 expiration date will be July 1, 2022. <br /> The Property is zoned AG-80 (General Agriculture, 80-acre minimum) and the General Plan designation is A/G (General <br /> Agriculture). <br /> PROJECT LOCATION: The project site is on the north side of West State Route 4 Highway, 1.6 miles west of Tracy <br /> Boulevard, Stockton. (APN/Address: 129-190-29 & -31/14311 West State Route 4 Highway, Stockton) (Supervisorial <br /> District: 3) <br /> ENVIRONMENTAL DETERMINATION: This project as described is exempt from the California Environmental Quality Act <br /> (CEQA) pursuant to Section 15061(b)(3), and a Notice of Exemption will be filed if the project is approved. <br /> APPLICATION REVIEW: Recommendations and/or comments on this project must be submitted to the Community <br /> Development Department no later than March 19, 2020. Recommendations and/or comments received after that date may <br /> not be considered in staffs analysis and/or recommendation to the San Joaquin County Planning Commission for this <br /> application. <br /> NOTE TO SURROUNDING PROPERTY OWNERS: This project will be scheduled for a San Joaquin County Planning <br /> Commission hearing.
