As a result of this review <br /> we wish to offer the following comments: <br /> The Project proponent should be notified that Caltrans has identified a future need to improve <br /> the I-5/Route 12 interchange to a full or partial cloverleaf configuration. This determination <br /> is based in part on future growth proposed for the area, future traffic projections, and the <br /> inadequacy of the existing facility in its present layout. <br /> Although the need for future improvements has been identified, Caltrans has no firm design <br /> plans, timeline, or project proposal for the improvements. Any actions that Caltrans may take <br /> to initiate the Project Development process for the interchange is uncertain at this time and <br /> may remain so for some time into the future. <br /> As points of information, if and when action is taken to improve the interchange, it is possible <br /> that the interchange improvements will include a Thornton Road overpass on Route 12. This <br /> overpass would restrict the point of access for the subject project to Route 12. <br /> Future improvements for the I-5/Route 12 interchange, including the Thornton Road <br /> overcrossing discussed in this letter, are consistent with the Freeway Agreement for this <br /> section of 1-5, which was signed by San Joaquin County and Caltrans in 1967. This Freeway <br /> Agreement remains valid today. <br /> We appreciate the opportunity to comment on this project.
