The testing is scheduled for 9:00 AM this Thursday (February 21st)with Gettler-Ryan. The
routine three year secondary containment testing on the product piping, vent piping, and vapor recovery
piping has still not been conducted. The testing you had done by Tanknology on March 27, 2012
was only for the under dispenser containment sumps (UDCs). The testing done by Gettler-Ryan on June
28, 2012 and August 3, 2012 were both for the three turbine/piping sumps. We do not have any records
for testing done on piping. Is this something you are planning to have done at the same time, or will you
be scheduling this for another day?
Hazardous Waste Tank Assessment of Aboveground Used Oil Tank:
I have attached the guidance documents we have available for the hazardous waste tank assessment.
There is no specific form that the engineer should fill out, however, there is a model assessment. The
engineer can use that same format, if he'd like. You can also have your engineer call me directly to
discuss the requirements, if that would be easier.
Aboveground Petroleum Storage Act(APSA) - SPCC Plan:
I noticed the Tier I template was not attached to the previous message sent, so I've attached a copy to
this one. Complete a Tier I plan and keep it onsite to fulfill this requirement. Additional information about
this program can be found on the following website:
http:Hcalcupa.net/programs/aboveground storage tanks socc/default.asp.
California Environmental Reporting System (CERS) - Electronic Reporting:
As of January 1, 2013, all business owners are required to submit their data from their hazardous
materials programs(Business Plans, Underground Storage Tanks, Aboveground Petroleum Storage
Tanks, Hazardous Waste Storage and Onsite Hazardous Waste Treatment)to the state electronically.
Previously, Business Plan information was entered into the San Joaquin County Office of Emergency
Services (OES) electronic database by business owners when OES was the agency responsible for the
Business Plan program. On July 1, 2011, the Board of Supervisors transferred the Business Plan
program to the EHD. The EHD was able to transfer most of the existing data from the old database to the
CERS database but it needs to be reviewed, updated, and certified. The Business Plan must be certified
no later than March 1, 2013. This date change was made to accommodate the change in databases, next
year the date will be different.
I looked up your facility on the CERS website and noticed there are currently no lead users connected to
it. I've attached a copy of our Lead User Authorization form. In order to access your facility on this new
site you need to create an account in CERS, request online access to your facility through the system,
and submit a completed copy of the Lead User Authorization form. Once you've been granted access,
you can review your CERS data, complete any missing data, and correct any inaccurate data. We are
offering classes at our office to help with using this new program, and are also available by phone or
office visits to help you set up your account and update all of your information. The last attachment is a
list of our training classes for the first half of this year. Unfortunately, the next CERS class is not being
offered until after the submittal deadline.
Please let me know if there is anything I can clarify further, or if you would like to arrange a time to
discuss any of the information here.
Thank you,
Stacy
3/19/2013
