Finn Design Group, Inc.
Structural Engineers
FDG
s
June 15, 2011
West Valley Auto Spa, Inc.
2615 West Grant Line Road
Tracy, CA 95304
Attention: Ms. Linda Hall
3t'4 .
corY
5000 Hopyard Road, Suite 300
Pleasanton, CA 94588
(925) 737-1600
(925) 737-1601 FAX
Subject: Proposal to Provide Structural Engineering Services
\ _Structural Tank Assessment for West Valley Auto Spa, Inc.
Foster City, California
Ms Hall,
Finn Design Group is pleased to provide the following proposal to provide structural
engineering services for the subject project. The project involves the preparation of a Seismic
Hazard Survey Report relating to the above ground oil storage tank at the project site. The tank
is approximately 3 feet deep, six feet tall, and 18 feet long, and is situated at the north end of
the Lube building, up against the inside face of the exterior wall. The tank is used to store both
used oil and various types of new oil, as well as transmission fluid and gear oil. The tank has
been identified by the San Joaquin County Environmental Health Department as one requiring a
hazardous waste tank assessment, in accordance with the Aboveground Petroleum Storage Act.
The purpose of the assessment is to ensure that the foundation, structural support, seams, and
connections are adequately designed and that the tank system has sufficient structural strength,
compatibility with waste oil that is transfetTed, stored, or treated and corrosion protection so
that it will not collapse, rupture or fail.
Finn Design Group proposes to provide the following scope of work:
Survey & Reaort
Perform a visual survey of the Oil Storage Tank at the facility, focusing on 1) the adequacy
of its support and seismic anchorage, and 2) the construction and condition of its materials,
seams, connections and corrosion protection.
Prepare a written Structural Assessment Report, including digital photographs and
recommendations for further action (if any). If the tank appears to have sufficient structural
integrity, the Report will attest to this. The report will by stamped and signed by a
Professional Structural Engineer licensed by the State of California.
Respond to questions from reviewing agencies in order to clarify and/or discuss our
findings and recommendations.
4V .
