LINCOLN STREET, (COL UMBO/TOSCANA BAKERY, RB #390825) <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> I reviewed and commented on the Site Conceptual Model (SCM) and the Further Assessment Work <br /> Plan (Workplan) in my 17 February 2011 letter. At that time 1 only approved the abandonment of the <br /> Shell wells within the pending construction at that site. I also requested a meeting to discuss the <br /> schedule provided in the Workplan. On 16 March 2011, 1 met with you and representatives of <br /> Chevron, Shell, and Sara Lee, and consultants Stantec and Anteagroup. The Workplan schedule was <br /> discussed in detail, as were the uniqueness of the commingled plume account requirements for pre- <br /> approval prior to commencement of work and invoice submittal when one has a pre-existing claim. <br /> Additional clarification has been or will be requested from State Water Resources Control Board <br /> Underground Storage Tanks Cleanup Fund (USTCUF). I will continue to consider requests for <br /> extensions due to unforeseen delays, including receiving preapproval from the USTCUF. <br /> We discussed a phased approach for the remaining proposed well abandonments in the Workplan, <br /> postponing the well abandonments not impeding construction until after the proposed seven new wells <br /> are installed. If the old well was not impacted by petroleum hydrocarbons, then that well's monitoring is <br /> reduced from semi-annual to bi-annual (every two years) for constituents, with semi-annual gauging <br /> and maintenance until well abandonment. The Workplan proposed changes to the monitoring <br /> program, discussed in my 17 February 2011 letter, are also approved. <br /> Quarterly status reports, submitted to me by email or letter, shall include a description of work <br /> accomplished during the quarters between semi-annual monitoring, and all proposed work for the <br /> following quarter. Semi-annual reports are due 30 July and 30 January of each calendar year; <br /> quarterly status reports are due 15 April and 15 October of each calendar year. <br /> The Workplan recommendation for collection and analyses of additional parameters for a Feasibility <br /> Study is appropriate and necessary for the comparison of potential remedial alternatives, and is <br /> approved for the next monitoring event scheduled during the first week of April 2011. The Feasibility <br /> Study is due 30 May 2011 per our discussion.
