LINCOLN STREET, STOCK,TON, SAN JOAQ!IIN COUNTY (REGIONAL BOARD <br /> CASE # 390825) <br /> 1 reviewed the Corrective Action Proposal to Comply with Regulatory Directives (Proposal), <br /> received 4 January 2007 from the Sara Lee Bakeries Group, Inc. (Sara Lee) consultant, PSC <br /> Environmental Services Inc. (PSE). In a letter (Letter) dated 26 September 2006, you were <br /> notified that the California Regional Water Quality Control Board — Central Valley Region <br /> (Regional Board) is the new lead regulatory agency for the Former Columbo/Toscana <br /> Bakeries, 1444 Lincoln St., Stockton. Due to a change in address, Sara Lee did not receive <br /> the letter before the 22 to 31 October 2006 deadlines. The Letter requested the following <br /> responses: <br /> • By 22 October 2006, remove all drums containing IDW and properly dispose in the <br /> appropriate facility. This request was conducted by PSC's environmental consulting <br /> subcontractor ETIC Engineering Inc. (ETIC) in December 2006. <br /> • By 31 October 2006, submit a workplan for an additional investigation to delineate the <br /> vertical and lateral extent of the petroleum hydrocarbon release to soil and <br /> groundwater. The Proposal requests submittal of the workplan by 2 March 2007. <br /> 1 will expedite my review of the workplan and request that fieldwork be scheduled to <br /> start no later than 26 March 2007. <br /> • A report of the investigation, due 3 January 2006, shall provide conclusions and <br /> recommendations for additional investigation or remediation, if warranted. The <br /> Proposal asks for submittal of the report 60 days after completion of site activities. If <br /> fieldwork were completed by 28 March 2007, then the report would be due <br /> 28 May 2007. <br /> • Conduct routine quarterly monitoring of all monitoring wells. An email from ETIC dated <br /> 5 January 2007 states quarterly monitoring is scheduled to resume 12 January 2007 <br /> with the redevelopment of your monitoring wells prior to sampling on 16 January 2007. <br /> The email also requests the storage of the purge water onsite, pending analytical <br /> results for proper disposal. <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br />
