LINCOLN <br /> STREET, STOCKTON, SAN JOAQUIN COUNTY(REGIONAL BOARD CASE#390825) <br /> 1 reviewed the Sara Lee Bakery Group, Inc. (Sara Lee) Subsurface Investigation Work Plan <br /> (Workplan), received 22 February 2008 from your consultant PSC Environmental Services Inc. <br /> (PSC). With the exception of two deep wells installed in the source area, previous <br /> investigations have focused on lateral extent of contamination in the first aquifer (A zone). <br /> The Workplan proposes nine additional direct push soil and groundwater borings (M1 through <br /> M9, enclosed Figure 14) to complete the vertical and lateral delineation of petroleum <br /> hydrocarbons at your site. The direct push sampling will include Membrane Interface Probe <br /> (MIP) and Cone Penetrometer Test (CPT) methods, to map the subsurface distribution of <br /> petroleum hydrocarbons and to expand the site lithology to a total depth of 125 feet below <br /> ground surface. Groundwater samples will be collected from each direct push boring in all <br /> water-bearing zones (A, B and C zones) using a HydropunchTM sampler. A Health and Safety <br /> Plan will be "...prepared and implemented during drilling and sampling activities." <br /> Based on the results of the direct push sampling, an addendum to the Workplan may be <br /> submitted to propose additional locations for monitoring wells. The Workplan provides a <br /> detailed discussion for the monitoring well installation and sampling, and proposes aquifer <br /> response testing of the A zone (and possibly the B and C zones) monitoring wells by slug <br /> tests. The Workplan also includes: <br /> 1) A discussion of seven open and closed Underground Storage Tanks (USTs) cases within <br /> 1/8 mile of the site (enclosed Figure 2), <br /> 2) A summary of petroleum hydrocarbons impacts onsite, including a possible offsite source, <br /> 3) An evaluation of existing underground utilities as potential conduits for petroleum <br /> hydrocarbons, <br /> 4) A sensitive receptor survey, and <br /> 5) A detailed site conceptual model (SCM). <br /> The Workplan states the SCM will be updated as new data becomes available, and that a soil <br /> vapor study will be conducted at a future date. The Workplan concludes "Once investigation <br /> activities have been completed, PSC will evaluate and present the data in a Feasibility Study <br /> for the Site."
