WORKPLAN APPROVAL, FORMER COLUMBO/TOSCANA BAKERIES, 1444 S. LINCOLN STREET,
STOCKTON, SAN JOAQUIN COUNTY (REGIONAL BOARD CASE # 390825)
I reviewed the Soil and Groundwater Quality Investigation Work Plan Addendum (Workplan
Addendum), received electronically on 29 May 2007 from the Sara Lee Bakery Group, Inc.
(Sara Lee) and their consultant, PSC Environmental Services Inc. (PSC), and sub-consultant ETIC
Engineering (ETIC). The Workplan Addendum provides the soil and groundwater analytical results of
the direct push sampling conducted from 30 March 2007 to 1 April 2007. Maximum soil analytical
results were: total petroleum hydrocarbons as gasoline (TPHg), 5,500 milligrams per kilogram
(mg/kg)); benzene, 11 mg/kg; toluene, 160 mg/kg; ethylbenzene, 120 mg/kg; xylenes, 700 mg/kg;
Methyl tert-Butyl Ether (MtBE), 1.5 mg/kg; tertiary butyl alcohol (TBA), 0.23 mg/kg; and
1,2-dichloroethane (1,2-DCA), 0.048 mg/kg. Maximum grab groundwater analytical results were:
TPHg, 400,000 micrograms per liter (ug/L); benzene, 26,000 ug/L; toluene, 51,000 ug/L; ethylbenzene,
7.800 ug/L; xylenes. 38,000 ug/L; MtBE, 1,700 ug/L; TBA, 400 ug/L; and 1,2-DCA, 230 ug/L.
The Workplan Addendum proposes four additional monitoring wells (MW-1A through MW-4A,
Enclosed Figure 2) for your site, based on the data from the direct push sample results. I concur to
this recommendation. In conjunction with prior investigations conducted to date, the new monitoring
wells will provide additional characterization at your site, and are appropriate and necessary to define
the lateral extent of groundwater pollution emanating from your petroleum hydrocarbons release.
Please procure the appropriate drilling permits from the San Joaquin County Environmental Health
Department, and give both agencies, San Joaquin County and this Regional Board, at least 3 working
days notice prior to fieldwork. If you have any questions, please call me at (916) 464-4615 or email me
at jbarton@waterboards.ca.gov.
