LINCOLN STREET, STOCKTON, SAN JOAQUIN COUNTY
(Site, Figure 1) (REv10NAL B(_)AF<D CASE # 3008251
1 reviewed the Quarterly Groundwater Monitoring Report, First Quarter— January 2007
.(Report) and the Soil and Groundwater Investigation Work Plan (Workplan), received
9 March 2007 from the Sara Lee Bakeries Group, Inc. (Sara Lee) and their consultant, PSC
Environmental Services Inc (PSE), and sub-consultant ETIC Engineering (ETIC).
The Report provides the results of the quarterly monitoring for your site (Enclosed Figure 4A).
Four monitoring wells (MW-1, MW-7S, MW-7D, and VE-1) were sampled in
January 2007. ETIC did not analyze the VE-1 groundwater sample; instead, 0.2 inches of free
phase liquid (FPL) was measured and approximately 500 milliliters of FPL was removed, prior
to inserting an absorbent sock into the well. Maximum groundwater sample analytical results
were: total petroleum hydrocarbons as gasoline, 32,000 micrograms per liter (ug/L); benzene,
12,000 ug/L; toluene, 420 ug/L; ethylbenzene, 620 ug/L; xylenes, 1,000 ug/L; MtBE, 170 ug/L;
tertiary butyl alcohol, 9.3 ug/L; and 1,2-dichlorethane, 0.52 ug/L. Two additional wells (MW-8
and MW-14) on your site are owned and sampled quarterly by the adjacent Former Texaco,
440 W. Charter Way, for their investigation. The Report recommends monthly monitoring of
free phase product and fluid hand bailing/absorbent sock replacement until conditions warrant
resumption of quarterly groundwater monitoring for VE-1. I concur to this recommendation.
In a letter (Letter) from Regional Water Quality Control Board staff (Staff) dated
8 January 2007, your request for an extension for the due dates of the Workplan and a report
of the investigation were granted. The Letter requested that, pending Staff approval of the
Workplan, the report of the investigation would be due 28 May 2007. The Workplan proposes
the installation of ten direct-push soil and grab groundwater sampling locations (Enclosed
Figure 4B). The subsequent report will evaluate the data and propose locations for additional
shallow groundwater monitoring wells in a Workplan Addendum, as needed.
California Environmental Protection Agenc ,
a /?,C I L 1Cd MI[W)
