Stantec
Monthly Status Report - May 2013
Chevron Facility #92033 - Stockton Charter Way Commingled Plume No . CP0057
June 14 , 2013
USTs or fuel dispensers are present on the property . The United Gas — branded service
currently consists of a station building , a car wash , four fuel dispenser islands , and four USTs .
The Site lies at an elevation of approximately 12 feet (ft) above mean sea level on flat terrain . The
area surrounding the Site is of mixed residential and commercial use .
SVE System Description
The construction of the AS/SVE remediation system at Chevron Facility #92033 was completed
on February 15 , 2013 . The SVE system was operated on March 14 , 2013 for initial startup vapor
sampling under the supervision of San Joaquin Valley Air Pollution Control District (SJVAPCD )
personnel and was shut down pending SJVAPCD Authority to Construct (ATC ) compliance
verification . On April 2 , 2013 , City of Stockton completed the final building inspections on the
AS/SVE remediation system .
The SVE system consists of six vapor extraction wells (VE- 1 through VE-6 ) and a Product
Recovery Management of Durham , North Carolina ( PRM ) vapor extraction and thermal -catalytic
oxidizer system . The PRM SVE system includes an 80 gallon moisture separator tank , 3/4- hp
transfer pump , a 10- hp positive displacement main blower, and a 1 - hp combustion blower
housed in a sound enclosure and a skid - mounted thermal -catalytic oxidizer capable of
processing flow rates up to 300 standard cubic ft per minute (scfm ) with a 440 , 000 British
thermal units ( Btu ) per hour gas burner and a 15 . 5 ft high stack . The main blower extracts soil
vapors from the vapor extraction wells through the moisture separator tank . Liquid collected in
the moisture separator tank will be transferred periodically into a 55- gallon drum or a truck-
mounted tank using the transfer pump . The thermal - catalytic oxidizer uses natural gas as
supplemental fuel to treat extracted soil vapors prior to emission to the atmosphere under
SJVAPCD ATC No . N - 8790 - 1 - 0 .
SVE System Operation
The SVE system operated in May 2013 with the following system alarms . On May 6 , 2013 , the
SVE system was shut down due to a high oxidizer temperature alarm and was restarted the
same day . On May 7 and May 19 , 2013 , the SVE system was shut down due to a low vacuum
alarm and was restarted during the next site visit . On May 14 , 2013 , the SVE system was shut
down due to a low oxidizer temperature alarm and was restarted two days after. Based on
current system information , the alarms may be due to issues with the fan temperature controller
inside the SVE enclosure or the program logic controller. Further troubleshooting is necessary
to identify what is causing the system alarms . Field notes and field parameter readings
including flow rates , vapor concentrations , vacuums , pressures , and temperatures are
summarized in Table 1 and are included in Attachment A .
SVE System Vapor Sampling
In order to monitor the effectiveness of the SVE system and verify permit compliance , vapor
samples are collected monthly at the oxidizer influent and at the stack effluent . Stantec
collected influent and effluent vapor samples on May 24 , 2013 and submitted to Kiff Analytical
LLC of Davis , California for analyses of total petroleum hydrocarbons as gasoline (TPHg ) ,
benzene , toluene , ethylbenzene , total xylenes , and methyl tert- butyl ether ( MTBE ) by
Environmental Protection Agency Method 8260B . Influent and effluent vapor analytical results
are summarized in Tables 2 and 3 . Well status summary is included in Table 4 . Certified
laboratory analytical reports and Stantec Lab Validation Forms are included as Attachment B .
Stockton Charter Way Commingled Plume Monthly Status Report - May. doc 2
