r' r <br /> LIMITED PHASE II ENVIRONMENTAL SITE ASSESSMENT WORK PLAN <br /> 20 East Lindsay Street <br /> Stockton, San Joaquin County,California <br /> May 20, 2004 <br /> 1. INTRODUCTION <br /> This is a work plan for conducting a Limited Phase II Environmental Site Assessment (ESA) at 20 East <br /> Lindsay Street in Stockton, San Joaquin County, California. The site occupies Assessor Parcel Number <br /> (APN) 139-080-02 (Figure 1, Appendix A). Condor Earth Technologies, Inc. (Condor) prepared this <br /> work plan at the request of Ms. Kitty Walker of the City of Stockton Department of Housing and <br /> Redevelopment. <br /> The objective of the work described in this work plan is to investigate potential petroleum hydrocarbon <br /> contamination in soil related to underground storage tanks (USTs) formerly located in the site vicinity. <br /> The proposed work will include the advancement of six direct push borings to collect soil samples. <br /> 2. SITE BACKGROUND <br /> The site is located at 20 East Lindsay Street, Stockton in San Joaquin County, California (Figure 2, <br /> Appendix A). The site is listed as a 0.115-acre commercial parcel of generally flat land within the city <br /> limits of Stockton. <br /> The site has been used for automotive engine repair since at least 1947. Condor requested a database <br /> search through Environmental Data Resources, Inc. (EDR) and performed a public record search at the <br /> San Joaquin County Environmental Health Department (SJCEHD). No records for this location were <br /> indicated in either search. Condor also researched Polk City Directories for the City of Stockton (dating <br /> from 1927) and Sanborn Insurance Maps (dating 1895, 1917, and 1950). The city directories indicated <br /> the site had been used for automotive repair and/or marine supplies since at least 1947. <br /> 3. GEOPROBE BORING FIELD PROCEDURES <br /> This section includes a description of the site preparation, geoprobe-boring procedures, proposed site <br /> health and safety procedures,and laboratory analyses. <br /> 3.1 SITE PREPARATION <br /> Condor will complete soil boring permit applications and obtain the required permits from the SJCEHD <br /> prior to the fieldwork. Condor will coordinate all field activities with the SJCEHD. The proposed boring <br /> locations will be marked with white paint and Underground Service Alert(USA) will be notified at least <br /> 48 hours in advance of the fieldwork to locate and identify underground utilities in and near the work <br /> area. Because companies contacted by USA may not identify utilities beyond private property lines and <br /> into the site,however, it is the responsibility of the property owner to identify any site utilities. <br /> 3.2 HEALTH AND SAFETY REQUIREMENTS <br /> Prior to initiating fieldwork at the site, a tailgate safety meeting will be held and field personnel will <br /> familiarize themselves with the site-specific health and safety plan, which will be discussed and <br /> presented for their signatures.
