This Work Plan has been prepared for <br /> the San Joaquin County Environmental Health Department (SJCEHD) as part of the Subsurface Drilling <br /> Application approval process. A copy of the Subsurface Drilling Application is provided as Attachment A. <br /> The objective of the ESA is to complete a due diligence investigation to evaluate the environmental condition <br /> of the Site in order to establish an environmental baseline. The Phase II Limited Subsurface Investigation <br /> was designed to evaluate whether there was evidence that the property had been environmentally impacted <br /> and whether remediation of the impacted area may be required under local, State or Federal regulations. <br /> Goodyear is conducting the proposed subsurface investigation as part of a due diligence effort associated <br /> with the referenced Site. <br /> The proposed investigation includes the following tasks: <br /> • Advance approximately 7 direct push (GeoProbe�) borings at locations designated on the Attachment <br /> B to assess the potential vertical distribution of petroleum hydrocarbons and volatile organic <br /> compounds, including fuel oxygenates, in soil and groundwater in the vicinity of the in-ground <br /> hydraulic lifts, a sand/grease separator(OWS), and a former underground storage tank (UST); <br /> • Collect soil and "grab" groundwater samples (if encountered) from each of the borings and analyze <br /> selected samples for total petroleum hydrocarbons as diesel (TPHd), hydraulic oil (TPHo), and <br /> gasoline (TPHg), and volatile organic compounds (VOCs); <br /> • Prepare a summary report documenting the findings of the investigation. <br /> BACKGROUND <br /> The Site is located west of the intersection of East Stockton Boulevard and East Lodi Avenue. East Lodi <br /> Avenue is heavily developed with industrial and commercial businesses. Tokay Tire has operated as a retail <br /> tire service center since approximately 1979. One 385-gallon concrete OWS was observed in the concrete <br /> apron along the eastern storage area wall north of the service bays. No evidence of an existing UST was <br /> observed at the Site during Stantec's Site reconnaissance. Based upon a review of available building <br /> permits, one approximately 550-gallon waste oil UST was installed in the concrete apron north of the service <br /> bays, and the Site personnel believed that the UST was removed in approximately 1998. <br />
