The business is a used oil filter recycling business <br /> OBSERVATIONS: Over 600 5 gallon drums identified on the property, some labeled as hazardous waste, some a <br /> drained used oil and fuel Iters. The drums contain used oil and fuel filters, waste oil, oily absorbent, and <br /> unknowns. There are alsi 3 40 yard bins on site. One is actively leaking what appears to be used oil onto the <br /> ground. There are 2 tract r trailers on site. ! is full of 55 g drums that Jay identified as hazardous waste during <br /> the last inspection. 1 drun I has a visible label which is marked as corrosive solid from Saputo Cheese Inc 800 <br /> E. Paige Ave Tulare CA. plastic totes containing unknowns were seen. In areas where oily staining was <br /> identified in the past rock ias been placed on top. Upon moving the rock, oily contamination remains. <br /> VIOLATIONS: <br /> ® Discharge of any W Ste, including Sewage <br /> (CA Health and Safety ode 5411) <br /> ® Discharge of Waste r Sewage to Water or within 150' of Waterway <br /> (SJC Ordinance Code ctions 9-1125.3, 9-1125.4) <br /> ® Improper Disposal o a Hazardous Waste <br /> (CA Health and Safety ode 25189.5) <br /> ® Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code ection 8-5100) <br /> ❑ Other: <br /> CORRECTIVE ACTIONS/ORDE : <br /> Immediately cor tain, clean up, and dispose of the waste at an authorized, permitted location. <br /> Ensure that clean up personnel possess adequate training. <br /> ❑ Investigate and abate contamination under the oversight of the appropriate lead agency. <br /> ® Submit copies of haz rdous waste manifests/disposal records to the EHD within 30 days. <br /> IN Other: Submit RTC for listed inspection reports above Correct By: Immediately <br /> COST RECOVERY:All E D Staff Time Associated with this Spill Response is Billed to the Responsible Party at <br /> the Current Hourly Rate.
