C. The ability to recognize an emergency incident and the need for <br />additional resources; and <br />d. The ability to make the appropriate initial response notifications. <br />5. Initial First Responder awareness training shall consist of a of minimum of <br />two (2) hours, with annual two (2) hour refresher training. <br />8.3.2 Emergency Coordinator <br />1. The EC shall receive sufficient training to objectively demonstrate <br />competency in the following areas: <br />a. Know the contents of, and how to implement, the facility's EA/CP; <br />b. Know how to classify, identify and verify known and unknown <br />materials by using field survey instruments and equipment; <br />C. Know how to locate, select and use available ER equipment and <br />PPC&E; <br />d. Know and understand the hazards and risks associated with <br />personnel working in PPC&E; and <br />e. Understand basic chemical and toxicological terminology and <br />behavior. <br />2. All ECs shall receive, on an annual basis, a minimum of eight (8) hours of <br />refresher training. <br />8.4 Emergency Response Protocol <br />8.4.1 Response Levels <br />1. In defining and considering response levels, facility personnel shall <br />respond in accordance with the following hierarchy of priorities: <br />a. Individual health and safety; <br />b. Health and safety of other onsite personnel and the local public, <br />C. The environment; <br />d. Equipment and property safety <br />2.
