IL <br />DRAFT <br />1. STORMWATER POLLUTION PREVENTION PLAN <br />1.1 Regulatory Background and Overview <br />A 1972 amendment to the federal Clean Water Act (CWA) prohibited the discharge of <br />pollutants to the waters of the United States from any point source, including pollutants from <br />storm water runoff, unless the discharge was specifically permitted in accordance with the <br />National Pollution Discharge Elimination System (NPDES) program. In November 1990, the <br />US Environmental Protection Agency (USEPA) promulgated final regulations which <br />established application requirements for storm water discharge permits. These regulations <br />require industrial facilities which discharge stormwater runoff into surface waters, either <br />directly or indirectly via a storm water conveyance system (i.e., storm sewer), to obtain an <br />NPDES discharge permit sanctioning the storm water discharge. In September, 1995 the <br />US EPA replaced the 1990 regulations with the Federal Multi -Sector General Stormwater <br />Permit. <br />The federal regulations allow authorized states to issue general or individual NPDES <br />permits. In response to the new stormwater permit requirements, in December 1991, the <br />California State Water Resources Control Board, the state agency responsible for the <br />administration and enforcement of the NPDES program within the state, issued California's <br />General Industrial Stormwater Permit (General Permit). In April, 1997 the State Water <br />Resources Control Board revised and reissued the GENERAL PERMIT (General Permit No. <br />CAS000001, Water Quality Control Order No. 97-03-DWQ). <br />The General Permit requires dischargers to do the following: <br />1. Eliminate non-stormwater discharges to storm drains, including illicit connections by <br />October 1, 1992; <br />2. Develop and implement a Stormwater Pollution Prevention Plan (SWPPP) and <br />Monitoring and Reporting Program (M&RP) by October 1, 1992; and <br />3. Effective January 1, 1993 monitor and test the facility's stormwater discharges. <br />There are four major components to the GENERAL PERMIT which dischargers must <br />comply with: <br />1.
