3.0 PROJECT ORGANIZATION AND RESPONSIBILITY <br /> 3.1 PROTECT ORGANIZATION <br /> The project organization structure for QA/QC activities is discussed below along with a <br /> brief description of the duties of the key personnel. <br /> Project Director (PD): <br /> • Provides overall project management; <br /> • ensures professional services by the Design firm are cost effective and of highest <br /> quality; <br /> • ensures all resources of the Design Firm are available on an as-required basis; <br /> • participated in key technical negotiations with State of California EPA;and <br /> • provides managerial and technical guidance to the Design Firm's Project manager. <br /> Project Manager (PM): <br /> • Provides day-to-day project management; <br /> • provides managerial guidance to the Design Firm's technical group; <br /> • acts as liaison with State of California EPA and the PRPs as appropriate; <br /> • prepares and reviews reports; <br /> • conducts preliminary chemical data interpretation and assessment; <br /> • conducts field audits;and <br /> • responsible for overall project completion in accordance with the approved <br /> workplan. <br /> QA/QC Officer-Analytical and Field Activities (QAO): <br /> • Oversees and reviews laboratory activities; <br /> • determines laboratory data corrective action.- <br /> performs <br /> ction;performs analytical data validation and assessment; <br /> • reviews laboratory QA/QC; <br /> • assists in preparation and review of final report;and <br /> • provides technical representation for field and analytical activities. <br /> Laboratory- Project Manager: <br /> • ensures resources of laboratory are available on an as-required basis; <br /> • coordinates laboratory analyses; <br /> 031090-10(4) -3- CONESTOGA-ROVERS&ASSOCIATES <br />
