1. INTRODUCTION AND BACKGROUND <br /> CRA Inc. (CRA) has been retained by the Tracy Unified School District (TUSD) to <br /> conduct a Preliminary Endangerment Assessment (PEA) for the proposed Gabriel <br /> Estates/George Kelly K-8 School Site located at the intersection of Mabel Josephine <br /> Drive and Veneto Lane in Tracy, California (See Figure 1). The Site consists of one <br /> parcel of land (APN 240-070-13) comprising approximately nine and one-half acres of <br /> land which in the past had been part of a much larger single farming unit. Prior to the <br /> A� stockpiling of excavated soil (described below), the site was essentially level and <br /> consisted of agricultural land. The Site is currently unoccupied and is vacant. <br /> Agricultural chemicals such as fertilizers, pesticides and herbicides have not been <br /> applied within the past five years. The last reported use of agricultural chemicals at the <br /> Site was over ten years ago. At that time, these chemicals were applied in accordance <br /> with manufacturer specifications by a trained and licensed applicator. To date, a Phase I <br /> Site Assessment has been the only environmentally related activity conducted for this <br /> Site. The findings of the Phase I Site Assessment indicated the possibility that <br /> agricultural chemical residues may exist within the Site soils. Additionally, the entire <br /> Site is covered with soils that were stockpiled on the Site. According to individuals <br /> knowledgeable with the Site, these stockpiled soils originated from the excavation of the <br /> adjacent residential development storm water retention basin which was constructed <br /> approximately two years ago. No other information regarding these soils is available. <br /> Prior to the construction of the school Site, these stockpiled soils will be removed and <br /> the Site will be restored to its natural elevation. As these soils came from the adjacent <br /> Site and historical land use in the area is similar (agricultural), there does not appear to <br /> be concerns regarding these soils other than application of agricultural chemicals as <br /> mentioned above. Based on these findings, the California Department of Toxic <br /> Substances Control (DTSC) is requiring a Preliminary Endangerment Assessment (PEA) <br /> for the Site. <br /> As part of the PEA process, TUSD has entered into an agreement with DTSC under the <br /> Voluntary Cleanup Program (VCP) to ensure proper and adequate remediation of the <br /> Site. DTSC will act as the oversight authority during the PEA process to maintain the <br /> integrity of the process. Based on the PEA guidance manual, Interim Guidelines for <br /> Sampling of Agricultural Soils (June 2000) and discussions with DTSC staff; Site <br /> Investigation (SI) activities directed towards characterization of the Site soils will be <br /> required. <br /> The following sections of this Workplan outline CRA's proposed Soil Investigation <br /> Program activities for the proposed Gabriel Estates/George Kelly School Site (Site). <br /> 091090-10(3) -1- CON ESTOGA-ROVERS&ASSOCIATES <br />
