(Geomatrix) on behalf of Chevron. The report <br /> provides information describing results of a trench excavation and groundwater study to <br /> characterize site conditions and evaluate the lateral and vertical extent of total petroleum <br /> hydrocarbons (TPH). Historically, gravel was quarried from the site and used by Union Pacific <br /> Railroad (UPRR) for rail line construction. The 34-acre Tracy Gravel Pits property is fenced <br /> and jointly owned by Chevron and UPRR. <br /> In addition to the referenced report, we reviewed other soil and groundwater investigative <br /> reports completed between 1989 and 2006 by Geomatrix and other consultants. Detailed <br /> Regional Water Board staff review comments and summary are provided in the attached <br /> memorandum and summarized below. <br /> Oily tank bottoms from the Tidewater Associated Oil Company (TAOC) Tracy Pump Station <br /> and locomotive boiler-filling spillage materials were reportedly disposed in several <br /> sumps/ponds formerly located at the site. The Old Valley Pipeline (OVP), TAOC pipelines, <br /> and/or pump station facilities responsible for transport of crude oil were not directly associated <br /> with the TAOC Tracy Gravel Pits site. <br /> Based on our review, Regional Water Board staff finds that: <br /> • Affected soil has not been identified in the area south-southwest of the gravel pit <br /> excavation; <br /> • Total petroleum hydrocarbon (TPH)-affected soil has been delineated north-northeast <br /> of the gravel pit excavation, generally within the property boundaries; <br /> California Environmental Protection Agency <br /> 0a Recycled Paper <br />
