-AWMC
-MEMO-
To : Charles H. Rule-Fire Chief II
From: Ron Waddle-Fire Prevention Officer ctja`n
&L
Date: March 2 , 1988
Subject : UPDATE ON THE 1085 SO. UNION RD. INVESTIGATION
This memo should bring you up to date regarding the
investigation relative to Mr . Gordon ' s property located at
1085 So . Union Rd . , Manteca .
The following personnel are scheduled to conduct an onsite
investigation on Thursday March 3, 1988:
A) Ms . Beth Ambacher : Hazardous Materials Specialist with
the California State Department of Health
Services , Toxic Substances Control Division.
B) Dan Randolph : Criminal Investigator with the San
Joaquin County District Attorney ' s Office.
C) Mike Foley: City of Manteca Fire Department Deputy Fire
Prevention Officer .
My request to the State Dept . of Health relative to this
property has been very simple to date. I have requested a
letter stating that the property is completely free of toxic
and/or hazardous materials -or- the degree of contamination
and recommendations for a complete clean-up of the affected
area ' s .
Attached you will find no shortage of documents
substantiating our concern regarding the possibility of
contamination of the soil at the above location. Also
attached you will find documents advising that the violations
have been cleaned-up . However , there is nothing which states
that the possible contamination of the soil and/or water was
either confirmed or denied by independent testing .
Currently, we have no reason to believe that Mr . Gordon is
handling and/or disposing of hazardous materials . Our concern
at this time is that the soil and water in and around Mr .
Gordon ' s property "might" be contaminated by stored materials
and events from the past .
Until we receive documentation assuring the City of Manteca
that no contamination exists , I recommend that we proceed
with due caution assuming that contamination of the location
"might " exist at this location.
