The southwestern corner of the property abuts <br /> the northwestern corner of the Brock Elliot Elementary School. In October of 2007, San Joaquin County <br /> Environmental Health Department conducted an inspection which revealed wastes accumulated and <br /> potentially being deposited into the soil at the Site. Reportedly, trespassers are scavenging for recyclable <br /> or salable materials, or squatting on the Site. A deceased owner of the property operated numerous <br /> commercial ventures at the Site and maintained a residence at the property. Prior to 1988, a chemical <br /> jformulation, repackaging and resale businesses operated at the Site. The businesses were known as <br /> ;Gordon Research Company and U.S. Gordon Subproperty. These businesses purchased bulk chemicals <br /> and stored them at the site. In 1984, in response to a complaint received by the State of California <br /> Department of Health Services (DHS), a predecessor to DTSC, conducted an inspection at the site. The <br /> inspection revealed activities for which the operator did not hold the required permits. By December 1985, <br /> DHS inspections found that most of the chemicals were removed from the Site. From 1984 through 1986 <br /> the San Joaquin District Attorney?s Office in conjunction with DHS conducted enforcement actions which <br /> resulted in chemicals being removed from the property. In 1986; the San Joaquin County Superior Court <br /> issued a permanent injunction which prohibited Larry Gordon, dba Gordon Research Company, dba U.S. <br /> Gordon Subproperty from handling treating, storing, or disposing of hazardous substances/wastes. In <br /> 11988, the site was inspected by DHS staff, the Manteca Fire Department, and the county District <br /> Attorney?s office. At the time of the inspection, a portion of the property was surrounded by a fence. <br /> jWithin the fenced area 10-20 drums were noted. These drums contained products used by the property <br /> !owner in maintaining equipment used in the commercial/agricultural operations. The October 2007 <br /> inspection revealed ,among other things, unlabeled containers and high-pressure cylinders. Open <br /> containers with handwritten notations were observed. All of the containers have been exposed to the <br /> elements some of them have deteriorated and are leaking. Containers are stored in the open and <br /> ,accessible to trespassers. There are between ten (10)and twenty(20)compressed gas cylinders which <br /> are not labeled nor stored in a manner consistent with proper industrial standards.
