The groundwater treatment system was designed to <br /> be integral with and installed in concert with the construction of a Triple A baseball <br /> stadium that was constructed on the Site. Currently, the groundwater treatment system <br /> is operating and has resulted in the significant degradation and reduction in the <br /> concentrations of PCE and DCE in the groundwater. <br /> Dry cleaner solvent investigation/site characterization investigation, Davis, <br /> California — NCE is the expert consultant for a Settlement Group that to develop a <br /> conceptual site model and develop cost estimates to mitigate impacts from <br /> perchloroethene resulting from historical use of a dry cleaning facility. Project included <br /> the innovative assessment of perchloroethene to evaluate the lateral extent of <br /> groundwater and soil impacted with perchloroethene and the incorporation of a long term <br /> groundwater management scenario into the site characterization work. Investigation <br /> included soil gas surveys, installing soil borings, collection of in-situ groundwater <br /> samples and the strategic installation of monitoring wells. Project also included the Tier <br /> 1, II and III indoor air quality assessment and testing, along with evaluation of the indoor <br /> air quality data. The overall project strategy of is to develop a groundwater management <br /> plan that incorporates natural attenuation with enhanced biodegradation to protect the <br /> municipal water supply while implementing hot-spot removal of perchloroethene from <br /> soil that is a continuing source to the groundwater. <br /> Chapter 15 closure and wastewater treatment design - Developed aggressive <br /> management, financial and technical program for the closure of 160 acres of wastewater <br /> ponds containing sludge, soil, and wastewater with high concentrations of total dissolved <br /> solids for a major food processing facility in Madera, California. Previous closure plans <br /> were estimated to require greater than 12 years and $15 million to implement. This <br /> schedule was reduced to less than 5 years and estimated to require less than $4 to $6 <br /> million. The aggressive plan included the development of aggressive cleanup goals for <br /> groundwater and soil, design and construction of an innovative 2,500 gallons per minute <br /> evaporation system, installation of a pipeline to transfer extracted groundwater to the <br /> evaporation ponds, and the design and installation of a sludge and soil washing <br /> program. Groundwater and vadose zone models were used to develop the aggressive <br /> program. Other key project requirements included the operation and maintenance of a <br /> 10-well, 300-gallons-per-minute groundwater extraction system, quarterly groundwater <br /> and vadose zone monitoring for an Article 5 monitoring program, and installation of <br /> replacement domestic wells for nearby homeowners. <br /> Pond closure and waste characterization investigation, Stockton, California - <br /> Managed closure and demolition of a wastewater pond for a chemical plant in Stockton, <br /> California. Project included the installation of a pond cover to prevent winter rains from <br /> filling, and subsequent use of the cover as part of an innovative method for evaporation <br /> of the water. Project included development of closure criteria and cleanup goals for the <br /> sludge, remaining pond water, and soil. Project also included the designed investigation <br /> to characterize pond water, sludge, and effluent. Pond was slated for closure by the <br /> California Regional Water Quality Control Board as required under the Toxic Pits <br /> Closure Act (TPCA). Investigation was designed to evaluate the waste characteristics in <br /> an attempt to remove the pond from the TPCA program. Project included working <br /> directly with the California Environmental Protection Department - Alternative <br /> Technologies Division's concurrence program. <br /> Article 5 detection and evaluation monitoring program, Bishop, Inyo County, <br /> California - Develop an Article 5 detection monitoring program for a proposed waste <br /> management unit and implementation of an evaluation monitoring program for existing <br />
