CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. 5-00-833 <br /> FOR <br /> LEPRINO FOODS COMPANY <br /> SAN JOAQUIN COUNTY <br /> The Leprino Foods Company(Leprino) is an operating cheese processing facility at 2401 MacArthur <br /> Drive in Tracy. The site includes an area south of the facility formerly known as the Mobil Bulk Oil Plant <br /> (Mobil),which Leprino purchased in 1998. <br /> Leprino has three aboveground storage tanks for diesel, fuel oil, and waste oil storage. Soil and <br /> groundwater are contaminated with petroleum hydrocarbons. Groundwater monitoring at Leprino <br /> incorporates monitoring wells both on site and on the Mobil site. Leprino agreed to continue groundwater <br /> monitoring at Mobil in downgradient wells and paved areas of Mobil containing petroleum hydrocarbon <br /> soil contamination. <br /> Currently, the dissolved phase and free-phase petroleum hydrocarbons (diesel),benzene, toluene, <br /> ethylbenzene, and xylenes (collectively BTEX) are present primarily in two onsite locations; the smaller <br /> plume is near the northwestern property boundary, and the larger plume is in the northeastern portion of <br /> the site. The predominant groundwater flow direction is north to northwest. <br /> This Monitoring and Reporting Program (MRP)is issued pursuant to Section 13267 of the California <br /> Water Code and is designed to delineate groundwater contaminant plumes and determine whether <br /> remediation efforts are effective. The Discharger shall not implement any changes to this MRP unless <br /> and until a revised MRP is issued by the Executive Officer. This MRP replaces the groundwater <br /> monitoring requirements listed in the MRP No. 96-813, dated 3 September 1996. <br /> Prior to construction of any new groundwater monitoring or extraction wells,the Discharger shall submit <br /> plans and specifications to the Board for review and approval. Once installed, all new wells shall be <br /> added to the monitoring program and shall be sampled and analyzed according to the table below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are currently 17 monitoring wells (including three Mobil wells), five free <br /> product recovery wells, and one groundwater extraction well at the site. Three of the recovery wells (RW- <br /> 1,RW-2, and RW-3) and the extraction well (EW-2) are no longer used as recovery and extraction wells; <br /> however, they are used as a monitoring wells. Replacement of recovery wells RW-4 and RW-5 and <br /> monitoring well MW-14 occurred in 1999 due to plant expansion activities. <br /> Wells MW-2, 7, 8, 9, and 10 shall be monitored for groundwater levels only. The groundwater monitoring <br /> program for wells MW-1, 3, 4, 5, 6, 11, 12, 14a, 16, 17, and 18, EW-2, RW-1, RW-2, and any wells <br /> installed subsequent to issuance of this MRP, shall include the list below.
