The Report summarizes groundwater monitoring data collected during the <br /> second quarter monitoring event. The Letter provides comments on the draft revised monitoring and <br /> reporting program (MRP) and responded to our comments on the 1999 Annual and Fourth Quarter 1999 <br /> Report. The final MRP will be sent under a separate cover. <br /> The Report summarizes data from the second quarter 2000 groundwater monitoring activities at the site. <br /> Free product is present in wells MW-1, MW-4, MW-12, and EW-2 with thicknesses ranging from a <br /> sheen(MW-1) to 1.65 feet(MW-12) during the second quarter. HSI collected groundwater samples <br /> from wells without free product. Laboratory analyses detected total extractable hydrocarbons (TEH) in <br /> wells MW-6, MW-11,RW-1, and RW-2 at concentrations of 0.109 mg/l, 0.0625 mg/l, 3.21 mg/l, and <br /> 69.5 mg/l, respectively. Wells MW-16 and MW-18, associated with the former Mobil Oil Bulk Facility, <br /> contained TEH in groundwater at 0.0535 mg/1 and 0.237 mg/l, respectively. <br /> Staff is concerned with the high concentrations of TEH detected in RW-1 and RW-2 along the northern <br /> boundary of the site. These data show off-site migration of the contaminants is likely. Due to expansion <br /> of the facility, Leprino relocated recovery wells RW-4 and RW-5 and the effectiveness of the current <br /> system has not been determined. As requested in our 25 May 2000 letter, a capture zone analysis is <br /> needed to determine the effectiveness of the recovery system. This request is further substantiated by the <br /> data presented in the report. You requested that additional monitoring be allowed prior to the analysis; <br /> however, it is imperative that the system's effectiveness is determined and presented in the third quarter <br /> monitoring report. <br /> During our 7 July 2000 site visit, Board staff discussed the responses to comments provided in the letter <br /> with Mr. Brendan Shine of HSI.
