The report <br /> includes discussion of data obtained during the 1999 monitoring period, a brief summary of the <br /> replacement of wells RW-4, RW-5, and MW-14 and abandonment of EW-1, and recommendations for <br /> revision of Monitoring and Reporting Program (MRP)No. 96-813. The report provided several <br /> recommendations for future monitoring at the site, including collection of only water level <br /> measurements from MW-2, MW-7, MW-8, MW-9, and MW-10, abandonment of MW-13, MW-15, and <br /> MW-17, elimination of n-butyl benzene from the monitoring program, and elimination of benzene, <br /> toluene, ethylbenzene, and xylenes (BTEX) from the monitoring program except for MW-16 and MW- <br /> 18. <br /> I have the following comments on this report: <br /> 1. The report states that MW-3, MW-7, MW-8, and MW-11 were inaccessible due to construction <br /> activities. Leprino needs to provide a schedule outlining when these wells will be available for <br /> monitoring activities. <br /> 2. Piezometric data presented in the report show little effect on groundwater flow beneath the site <br /> since restarting the recovery system (RW-4a and RW-5a) in September 1999. During the first and <br /> second quarter 1999,the original recovery wells were in operation and the piezometric maps <br /> illustrate capture of groundwater in the original recovery wells. However,the fourth quarter 1999 <br /> piezometric surface does not show capture within the replacement recovery wells RW-4a and RW- <br /> 5a. Staff is concerned with the locations of RW-4a and RW-5a, and the effectiveness of these <br /> wells. Therefore, Leprino needs to prepare a capture zone analysis to demonstrate the effectiveness <br /> of the recovery system and include recommendations for improving the efficiency and <br /> effectiveness of this system. <br /> California Environmental Protection Agency <br /> Qe1 Recycled Paper <br />
