The Report is required under the Regional Water Quality Control <br /> Board, Central Valley Region (Regional Board)Monitoring and Reporting Program(MRP)No. 5-00-833. <br /> The Report shows that petroleum hydrocarbon separate phase product in monitoring well MW-4 <br /> declined from 0.60 feet (June 2002)to 0.01 feet(September 2002). In September 2002, groundwater <br /> contained total petroleum hydrocarbons as diesel (TPHd) at 280 ug/l and 820 ug/l in monitoring wells <br /> RW-1 and RW-2, respectively. These wells are at the northern property line, downgradient of the source <br /> area. The Report states that dissolved phase hydrocarbon concentrations are stable at this point and <br /> concludes that continued pumping from wells RW-4A, RW-5A, and EW-2 should result in lower TPHd <br /> concentrations in wells RW-1 and RW-2. A natural attenuation study is also underway. <br /> The Report recommends that: <br /> 1) benzene, toluene, ethylbenzene, and xylenes (BTEX)be eliminated from the MRP, since they <br /> have not been detected since February 1997; <br /> 2) RW-4A be evaluated for shutdown and negotiations begin to define remedial objectives for <br /> cessation of treatment system operations due to declining TPHd concentrations in that portion of <br /> the plume; <br /> 3) groundwater extraction from EW-2 occurs, and <br /> 4) pilot scale testing of a vapor-phase recovery system be conducted to increase hydrocarbon flow <br /> to the recovery wells and improve aerobic natural attenuation. <br /> We concur with recommendations 1, 3 and 4 above. We are available to meet and discuss remedial <br /> objectives for shutting down extraction from RW-4A. However,we are concerned that RW-1 and RW-2 <br /> contains TPHd above the water quality objective of 100 ug/l.
