AMERICAN
ENVIRONMENTAL MANAGEMENT CORP.
Please Refer To:
AEMC Job No. 82471
20 May 1991
Ms. Margaret Laggario rt3
San Joaquin County Local Health District >j
1601 East Hazelton Avenue
Stockton, California 95205
RE: PRELIMINARY SITE CHARACTERIZATION WORKPLAN FN N ` 199,
AND PERMIT FOR
GLENBRIAR ES ATES,TION TRACY, CALIFORNIA
CFS !•l
Dear Ms. Laggario:
American Environmental Management Corporation (AEMC) is pleased to submit the
enclosed Preliminary Site Characterization Workplan and Permit Application for soil
borings associated with the workplan.
The site in question is a former walnut farm located in rural Tracy, California. Three
underground storage tanks (USTs) were excavated and removed from the site in
November 1990. A Tank Closure Report was submitted to San Joaquin Local Health
District (SJCLHD) following the tank removals. One of the two excavations contained
TPH-D contaminated soil at the fill pipe end of the former tank location. SJCLHD
requested a site characterization before closing the site because TPH-D levels were above
recommended cleanup levels set by the LUFT Manual.
Enclosed with the Workplan is a site-specific Health and Saftey Plan, Permit Application,
Site Mitigation Request, and a check for $265.00 ( the required fee for five hours of UST
correction action oversite at $53.00 per hour). A Contractor's Questionnare has previously
been filed with SJCLHD during the tank closure activities.
It is AEMC's understanding that due to the locality of the tank closure activities (farm site)
that this site is not eligible for SJCLHD's pilot program and can be handled on a local
level. If we are in error, please contact us so xpedite the appropriate
procedures.
(if.U1
0
Si rely, ` JAMES F.
. a FNUIM
=mes
l0. 4201 F.
