AMERICAN <br /> ENVIRQIVMENTAL MANAGEMENT CORM <br /> Please Refer to: <br /> AEMC Job No. 82470 <br /> 5 October 1990 <br /> Mr.Bill Snavely <br /> San Joaquin Local Health District <br /> 1601 East Hazelton Avenue <br /> Stockton, California 95205 <br /> RE: TANK CLOSURE WORKPLAN <br /> GLENBRIAR ESTATE <br /> TRACY, CALIFORNIA <br /> Dear Mr. Snavely: <br /> This letter is in response to your verbal request for more specific information regarding <br /> 1 racy, California- The issues you requested <br /> tank closure plans for Glenbnar Estate in T <br /> American Environmental Management Corporation (AEMC) to address to more detail are <br /> the following: <br /> - <br /> • Tank purging procedures; - <br /> • Name of company to haul tanks off site; <br /> I F.' <br /> Site specific Health & Safety Plan <br /> TANK PURGING PROCEDURE <br /> All remaining product will be removed from the tanks and connected delivery piping. <br /> Product will be removed from the connected delivery piping by excavating around the <br /> piping and removing product by disconnecting and draining the delivery piping. All <br /> delivery piping will then be disconnected from the tanks and removed. Any remaining <br /> _., product in the tanks will be removed by vacuum truck. <br /> r Following removal of remaining product, the tanks will be purged using dry ice at a ratio of <br /> at least 15 pounds of dry ice for every 1,000 gallons of tank capacity. The dry ace will be <br /> introduced to the tanks through the fill pipes. The dry ice will be allowed to sublime and <br /> displace the atmosphere in the tanks for thirty minutes or until flammable vapors are no <br /> F longer escaping from the tanks' vent pipes,whichever takes longer. An vent <br /> Meter will <br /> used to measure the concentration of vapors emanating be <br /> from the tanks pipes. <br /> F will be responsible for the excavation, stockpiling and sampling of soil from the excavation <br /> of the tanks. <br /> HAULING STORAGE TANKS <br /> AEMC will transport the storage tanks and piping (Hauler License #0354) to Enc on, <br /> Inc. in Richmond, California for disposal.
